MINUTES November 18, 1993 5 BOARD OF HEALTH <br /> Mr. Michniewicz commented, "The unsuitable soil is not <br /> essentially unsuitable because it has extremely low percola- <br /> tion rate it is in the topsoil subsoil strata which is un- <br /> suitable under Title V because it has organic content to it. ,, <br /> "To push the system up into that layer is now allowed under <br /> Title V. 11 <br /> Mr. McQuaid relayed, "The reason why Title V states you <br /> must strip-out 25' when removing unsuitable material above <br /> grade is because it has not been compacted enough and it will <br /> spread faster laterally. " "In this instance the property di- <br /> mensions do not afford that and you are proposing a contain- <br /> ment wall which is then going to force the effluent into the <br /> groundwater that must faster and sooner. " <br /> Mr. McQuaid reminded Board members of the problems as- <br /> sociated with nitrogen loading on Waquoit Bay. <br /> Mr. Doherty stated, "This Board is not inclined to vote <br /> favorably on the variances requested. " "The only avenue to <br /> possibly pursue is the innovative composting toilets. " "Some <br /> serious considerations to the costs are warranted. " <br /> Mr. Michniewicz commented, "D.E.P. has refused the <br /> Clivus type systems. " <br /> Ms. Selades stated, "I am not opposed to the variances <br /> requests. " <br /> Mr. Michniewicz requested the hearing be continued. <br /> Board members agreed to the continuance. <br /> Mr. Doherty stated abutters are to be notified two weeks <br /> prior to the continued hearing date. <br /> APPOINTMENT: Down Cape Engineering - 21 Taffrail <br /> Mr. Arnie Ojala, P.E. , Mr. Al Roberti, Mr. Alex Joyce, <br /> and Mr. Jeff McDonald owner of #21 Taffrail were in atten- <br /> dance for this scheduled appointment. <br /> Mr. Ojala presented revised plans and stated, "We have <br /> incorporated a "Clivus Multrum" composting toilet and reduced <br /> the wastewater flow. " "We have created a situation whereby <br /> we are within the spirit of Title V and Mashpee regulations <br /> relative to non-pollution. " "The Clivus Multrum system re- <br /> duces the nitrates from 60% to 90a. " "The composting system <br /> uses no water. " "Title V does allow a reduction in flow so <br /> we are reducing our daily flow down to 133 gallons per day. " <br /> "There was a technical evaluation done of Title V which was <br /> commissioned by D.E.P. to Defeo Waite which addressed the <br />
