MINUTES February 17 , 1994 6 BOARD OF HEALTH <br /> Mr. McQuaid stated, "When I had verified that they had <br /> been connected, which was probably within a couple of days <br /> after the 13th, the tenants informed me they were moving out <br /> the following week. " <br /> Mr. Greelish stated, "When this Board was originally <br /> alerted to the problem that they didn't have any water and <br /> they had an infant and a toddler, we engaged Mr. Halpern at <br /> that time that he had to hookup. " "We individually spoke to <br /> him on numerous occasions. " "He called us and called us and <br /> called us and talked to us and talked to us and talked to <br /> us. "" "I don't think anybody told him he did not have to <br /> hookup. " "I know I kept telling him, look we don't have any <br /> latitude here, we don't want to embarrass you or the Water <br /> District and would not want to site you and it dragged on. " <br /> "Mr. Ball and I went to the Water District specifically to <br /> request some special assistance with Tri-Town. " "Mr. <br /> Halpern, at his own option, waited. " "We told him that we <br /> didn't have any latitude and that we would have to file on <br /> him. " "There has never been a misunderstanding as to what <br /> was required. " "I spent at least three hours on the phone <br /> with him back then. " "He knew what he was responsible for <br /> and what he had to do. "" "I am not happy that he had the wa- <br /> ter disconnected as soon as the power was restored to the <br /> house. " "I get the impression that he just walked away from <br /> it and figured that everything would blow away. " "I think <br /> the complaint is valid. " <br /> Mr. Ball stated, "I agree with Mr. Greelish, I think the <br /> complaint is valid. " "I think Mr. Halpern did not act as a <br /> professional or as an elected official should act in this <br /> matter. " "I also believe that Mr. Halpern mislead and de- <br /> ceived not only this Board but Commonwealth Electric and the <br /> Plumbing Department. " "I am prepared to motion to order at <br /> least 1 year community service and also fine him $10,000. 00 <br /> if he does not abide by our conditions of community service. " <br /> Mr. Doherty stated, "I do agree that something should be <br /> done. " "In fact, Mr. Halpern knows he had to hookup but he <br /> dragged his feet. " "On the other hand, the reason for the <br /> stay on the original 48 hours was due to a financial hard- <br /> ship. " "I would agree to a reprimand only. " "A lot of <br /> little things came into play. " "I am not in favor of trying <br /> to impose any type of monetary fine. " "When Mr. Halpern came <br /> in Mr. Greelish insisted on swearing him in, we have no au- <br /> thority to do that. " <br /> Mr. Greelish stated, "This Board absolutely has the au- <br /> thority. " <br />
