"This is a five bedroom dwelling." " The flow diffuser's will accommodate 722 <br /> gallons per day." "Groundwater was encountered at 8.25'. "Conservation Commission <br /> approval will be required." <br /> Mr. Doherty motioned to grant a 32' local variance from abutting well (4362 <br /> Monomoscoy Road) to the proposed on-site leaching facility, Mr. Cram seconded, all <br /> agreed. <br /> APPOINTMENT: Lisamarie Morin - Illegal Dumping <br /> Ms. Morin was in attendance for this scheduled appointment. <br /> Mr. McQuaid relayed, "On August 15, 19994 I was making one of my routine <br /> rides to look for illegally dumped debris when I came across a dump site on Great Hay <br /> Road." "I found documents in the trash implicating Ms. Morin (maiden name Madore)." <br /> "I sent a certified letter to the address found on the envelopes however, the letter was <br /> returned "Not Accepted"" "Somehow, Ms. Morin learned she had certified mail coming <br /> to her from the Mashpee Board of Health." "Ms. Morin contacted the office to inquire <br /> why we were sending her a certified letter." "Mr. Evans informed her it was a citation for <br /> illegal dumping." "Ms. Morin indicated her previous landlady disposed of the trash." <br /> "Ms. Morin gave us her current address and her previous landlady's address." "I <br /> contacted Deputy Chief Cooper to have Barnstable Police hand deliver the citation to Ms. <br /> Morin." "I indicated to Ms. Morin that she is responsible for her trash unless she can <br /> prove that someone else was responsible for handling her trash." <br /> Ms. Morin stated, "I have a letter from my previous landlady indicating the dates, <br /> September 19, 1993 until May of 1994, that I rented a room from her." "I cannot provide <br /> a copy of the lease as I rented from week to week." "The landlady did not have a landfill <br /> sticker nor did she provide for trash pick-up." "Her friends or family disposed of the her <br /> trash for her." "I have my car registration and my insurance statement which states that I <br /> only had a vehicle as of June of this year." "I had no means of transportation prior to that <br /> time." "My new apartment has a dumpster on the site." "Had I known what she was <br /> doing I would have disposed of my own trash." <br /> Mr. Cram questioned Ms. Morin as to whether the property owner lives at the <br /> residence. <br /> Mr. Morin responded, "Yes, she does." <br /> t <br />
