MINUTES October 13, 1994 15 BOARD OF HEALTH <br /> Mr. Doherty stated, "Granted, but I think there is an assumption that the developer <br /> still owns the roads and everything else and that he does not have to deal with easements <br /> or crossing property but now somebody else owns that road to the center line." "That <br /> might be a legitimate issue." <br /> Mr. Cram stated, "When the town comes in and they start running the water mains <br /> by my property, it's not going to cost me anything and I have a well already?" "Wrong." <br /> "I am going to be paying for it you had better believe me." <br /> Ms. Jones, (concerned citizen), stated, "You will obviously, if your going to put in <br /> wells, you will have the expense of digging the well and putting in the pump and so forth." <br /> "So, it's not the $5,000.00 per house that you're going to be out because you are going to <br /> have to spend a good part of that to put the well in." <br /> Mr. Cram commented, "It will probably cost you half, $2,500.00 per lot." <br /> Mr. Ball stated, "Depends of what type." <br /> Mr. Marsters stated, "Here again I'm arguing availability not economics of <br /> whether I make money on building houses or not." <br /> Mr. Doherty stated, "You're say the topography is really bad and it slopes way of <br /> in the back?" <br /> Mr. Cram stated, "I motion that we stay by our decision of last week." No second <br /> was motioned, motion failed. <br /> Mr. Ball stated, "I'm not going to second that." "I disagree, I totally disagree." "I <br /> had reservations about the matter last week too." <br /> Mr. Doherty stated, "I'm totally mixed, usually I do not sit on the fence." <br /> Mr. Marsters stated, "It's a tough one, I can see why it's tough." "Bob has a <br /> strong stance, I have a strong stance the other way." "But my questions gets back to <br /> there's town water available on Dover Road but there's not town water available on <br /> Windermere." "That's the single one point that I'm hanging my hat on." <br /> Mr. Doherty stated, "We have a responsibility to try to get town water to every <br /> part of town that we can however, you're not asking for any variances and we do not <br /> know of any bad water in the area." "There is no reason to believe that the water would <br /> be bad until we get a water test back." "And the issue of the private road owned to the <br />
