MINUTES November 3, 1994 7 BOARD OF HEALTH <br /> Mr. McQuaid stated, "We could amend the letter by stating, should rent control be <br /> instituted then this agreement will be subject to renegotiation." <br /> Mr. Haney stated, "I feel what the Board requires from me they should also <br /> require from Otis Trailer Park." <br /> Mr. McQuaid relayed, "It's only until a change of ownership or change of licensee <br /> that the Board of Health has the opportunity to require that everything come up to code." <br /> "Mr. Haney took over the Labute estate and met with the Board to discuss the problems <br /> and that's when Mr. Haney agreed to upgrade." <br /> Mr. Haney stated, "What happened was the Board wanted me to do ten systems a <br /> year and I didn't know what it was going to cost, etc. so I proposed to do five systems a <br /> year." "It's my understanding that now when there's a change in ownership, now is the <br /> current Title V is where you can make upgrade." "When I bought the trailer park 2 1/2 <br /> years ago it wasn't then at that time." <br /> Mr. McQuaid responded, "That's our prerogative." <br /> Mr. Haney stated, "You penalizing me because I bought it." "My point is the <br /> Board should require this of Otis Trailer Park also." <br /> Mr. McQuaid stated, "We made you aware of the problems prior to you <br /> purchasing the trailer park." <br /> Mr. Haney stated, "I will increase the number of upgrades, as long as, I don't have <br /> unforseeable problems coming up." "If everything goes along I have no problem I will <br /> increase it, I want to get those systems done." "The reason why is because of the cost <br /> factor rising and D.E.P. requirements in the future." <br /> At this time the Administrative Secretary prepared an agreement between the <br /> Board of Health and MEZ Realty which was agreed to and signed by both parties. (The <br /> agreement is attached to the end of these minutes.) <br /> Wampanoag Health Initiative re: Screeninc <br /> Mr. Evans relayed, "The Wampanoag Tribal Council would like to schedule a <br /> baseline health screening clinic at Town Hall on Tuesday from 12:00 to 3:00 p.m.." <br /> I <br />
