"I would roll back the rent if I didn't have to replace any of these systems
any more." "I have tenants up in arms because I've had to raise the rent because I had to
replace septic systems." "I have met with Dave Sanicki a number of times." "We've been
on the site and are trying to save as many trees as we can and keep a comfort level with
the tenants." "All the tenants want is the low rent as possible." "They could care less
about the septic systems." "I'm trying to appease everyone by upgrading the septic
systems." "I would like to move quicker to upgrade the septic systems now." "I feel I
will go with the five systems but I need some form of safeguard."
Mr. Cram questioned how the Board could give a definite safeguard
Mr_ Haney stated, "I've dealt with rent control over the past twenty-five years."
"They could do a roll-back, they could do a lot of different things with rent control."
