MINUTES March 2, 1995 5 BOARD OF HEALTH <br /> were not accurate and that we were recycling much more than 17%." "The Selectmen <br /> suggested I notify the news media. <br /> Acknowledged. <br /> APPOINTMENT - Mrs. Perry - 29 Riverside Road <br /> Mr. George Botelho, installer, and Mrs. Perry were in attendance for this <br /> scheduled appointment. <br /> Mr. Botelho stated, "Ms. Perry has a cesspool that is mostly collapsed." "We are <br /> proposing a new septic tank and a pump chamber through the leach bed which would be <br /> about 5' above water." "The septic tank will be in about 3' of water." <br /> Mr. Ball questioned the proposed 1000 gallon tank as Board of Health regulations <br /> require the installation of a 1000 gallon tank. <br /> Mr. Botelho agreed to install a 1500 tank. <br /> Mr. McQuaid stated, "Mr. Botelho came in the office the other day and indicated <br /> he would like to upgrade Ms. Perry's septic system." "I agreed to meet with him at the <br /> site." "Ms. Perry's house is occupied year round and has three cottages on her property." <br /> "The cesspool I inspected, which services the cottage closest to the river, I deemed in <br /> failure but it is not, in my opinion, an emergency because they are summer rentals and no <br /> one is living there now." "The topography of the land is very tricky." "The cesspool I <br /> inspected is 112 full and it's not full of sewage but full of groundwater because it is so <br /> close to Little River." "What Mr. Botelho is advocating here is to replace that cesspool <br /> with a tank, pump chamber and a leaching field up on the highest ground of the property." <br /> "It hasn't been out policy to allow circumventing engineers for an emergency failure <br /> where there's no emergency because no one is living in the cottage." "Mr. Botelho stated <br /> that Ms. Perry wants to upgrade the system for environmental purposes, I would like to <br /> see that and not have to spend the money on an engineer but that has not been our policy." <br /> Mr. Botelho stated, "I think this would be hardship if the Board doesn't approve it <br /> because she would have to go to an engineered plan which costs a small fortune." "What <br /> I think she would like to do is improve the environment." "If she doesn't do it now I <br /> don't know when she can do it." <br /> Mr. Perry stated, "I have no plans to upgrade my living space." <br />
