MINUTES March 2, 1995 6 BOARD OF HEALTH <br /> Mr. Doherty stated, "There are some areas of concern, the first being the fact that <br /> you are suggesting to keep the two old cesspools and use them as a pseudo tank and <br /> having the overflow effluent in the leaching field but still the cesspools themselves will be <br /> leaching a certain amount into the ground is really considered unacceptable." "The second <br /> thing is the lack of any type of elevation information." "There is no indicated groundwater <br /> level or perc test done." <br /> Mr. Botelho relayed, "We normally don't do that on a repair job however, it can <br /> be done." <br /> Mr. Doherty commented, "There is enough room on the lot." "I don't feel <br /> comfortable with the cesspools or the lack of groundwater elevation and I would like <br /> some kind of system profile." "If you could get me the elevation information, perc test to <br /> determine the soils and come up with some kind of plan for the cesspools either commit to <br /> replace them within a specific time period or don't tie them into the system at all and we <br /> will handle that as a separate issue would be acceptable." <br /> Mr. Ball questioned Mr. Botelho as to whether he plans on replacing the <br /> cesspools. <br /> Mr. McQuaid commented, "If you're going to tie them into the leach field you <br /> might as well sink a new tank." <br /> Mr. Ball stated, "I would recommend Ms. Perry come back to the Board with a <br /> perc test and a statement agreeing to upgrade the cesspools within a certain amount of <br /> time I believe the Board would grant the requested relief." <br /> Mr. McQuaid stated, "It has been Mr. Evans and my policy that when we go out <br /> to certify a system if it's in failure or not on a lot like this we tell the installer, or whoever <br /> we're certifying the failure, to hire an engineer because it has to go through <br /> Conservation." "Also, there is a pump chamber involved which is a complicated system <br /> and the engineer would be responsible for the inspection and the final certification that the <br /> system was installed as planned." <br /> Mr. Doherty commented, "We will need some sort of maintenance plan for the <br /> pump." "We need to know the groundwater elevation beneath the leaching field." <br /> Ms. Perry stated, "If I have to hire an engineer I probably won't do anything." <br /> Mr. Doherty commented, "We will work with you." <br />
