MINUTES April 6, 1995 7 BOARD OF HEALTH <br /> i <br /> 30 Overlook Knoll - Mr. McQuaid relayed, "The owner is requesting a 5' variance from <br /> the foundation to the leaching facility and a I' variance from the foundation to the septic <br /> tank." <br /> Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid, Mr. Cram <br /> seconded, all agreed. <br /> 8.) "Ekofin Bioclere" proposal, 57 Waterline Drive South - Mr. McQuaid relayed, " <br /> Due to the Conservation Commission By-law in order for the owner to propose a three <br /> bedroom house they must install a denitrifying system such as Bio-clere." "I recently <br /> learned the other day that even though Bio-ciere and Ecofin was approved by D.E.P. for <br /> general use it still has to be approved by the local Board of Health and D.E.P.." "It makes <br /> no sense at all." "Why did they go through the whole process of approving five systems <br /> for general use." "In the past, there have been maybe half dozen "Ruck" or "Bio-ciere" <br /> systems to be approved and it has been our policy as of late to just approve it and not <br /> force the applicant to send it to D.E.P. and pay the $600.00 application fee." <br /> Mr. Ball commented, "It is a burden enough on the homeowner." "If it has already <br /> been approved why should we require them to send it back to the State." <br /> Board members agreed. <br /> Mr. Doherty motioned to approve the installation of a "Bio-ciere" system at 957 <br /> Waterline Drive with the stipulation the owner submit a maintenance schedule, Mr. Cram <br /> seconded, all agreed. <br /> i <br /> 9.) Emergency failure certifications- 54 Shore Drive and 21 Meetinghouse Road <br /> 21 Meetinghouse Road - Mr. McQuaid relayed, "Under the new Title V this is an <br /> emergency repair which we have the right to approve however, we should attempt to <br /> comply with the new Title V requirements to the maximum feasible possibility." "I would <br /> recommend we replace the 1000 gallon pit with three flow diffusers." <br /> Mr. Doherty motioned to grant the emergency repair with the stipulation three <br /> flow diffusers are installed instead of the 1000 gallon pit, Mr. Cram seconded, all agreed. <br /> 54 Shorewood Drive - Mr. McQuaid relayed, "If possible I would recommend flow <br /> diffusers." <br />
