MINUTES April 20, 1995 6 BOARD OF HEALTH
Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid, Mr. Cram
seconded, all agreed.
24 Cranberry Lane - Mr. McQuaid relayed, "There are no active wells within 100' of
the proposed septic system." "The applicant is requesting a 45' local variance from the
proposed on-site leaching facility to the existing on-site well, a 41' local variance from the
existing on-site well to abutting leaching facility, ((#20 Cranberry Lane) and a 48' local
variance from the proposed on-site leaching facility to abutting well, (930 Cranberry
Lane)."
Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid, Mr. Cram
seconded, all agreed. r
91 Edgewater Drive - Mr. McQuaid relayed, "The applicant is requesting a 15' local
variance from the proposed on-site leaching facility to abutting well, (994 Edgewater
Road) and a 10' local variance from the proposed on-site leaching facility to abutting well,
(#101 Edgewater Drive)." "The engineer has stated that, "The strict interpretation of
Title V, `Breakout" would require a separation distance of 60' on this lot and that would
mean the top of the leaching pit would have to be buried 22' below surface and that depth
is dangerous and impractical. There is now 36' of top and subsoil on the lot creating a cap
of very low permeability. This plan proposes a breakout protective distance of 35' which
was determined to be sufficient in the technical evaluation of Title V prepared by Defeo,
Wait and the Associates, Inc."." "If you follow Title V verbatim this system would have
to be lower then elevation 64 however, in my opinion I know that lateral flow extend
beyond that point." "We're talking of a 35' breakout radius where Title V might require
45' or 60'." "I would recommend approving this variance to the breakout calculations."
"The new Title V states there should be no more breakout distance required beyond 15'."
Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid, Mr. Cram
seconded, all agreed.
85 Bluff Avenue - Mr. McQuaid relayed, "This is a proposed upgrade and the dwelling
will be tied into public water." "The applicant is requesting a 17' local variance from the
proposed leaching facility to abutting well, (#82 Bluff Avenue) and a 49' local variance
from the proposed leaching facility to abutting well, (#89 Bluff Avenue)."
Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid, Mr. Cram
seconded, all agreed.
