MINUTES April 27, 1995 6 BOARD OF HEALTH
6.) Continued from earlier in the evening
91 Edgewater Road - Mr. McQuaid relayed, "At last weeks meeting the Board approved
the requested variance." "In reviewing the plans in more detail I took it upon myself to
reconsider the approval of the breakout calculation." "This is a an extremely difficult lot."
"The slope to the water is extreme." "The original plan proposed to meet break-out
calculations to within 10' when in fact according to 1978 Title V the break-out
calculations should have had that system lowered by an additional 10'." "Originally, the
distance to break-out was 26' which would have had the system down to 64' when in fact,
according to Title V it should have been 36' which would have required the pit to go
down 20.5' below grade." "I contacted D.E.P., several engineers and owners of precast
companies, they all indicated to me that even an H2O pit 20' below grade would not
withstand the weight of 20' of earth above it." "In speaking with John Slavinsky, P.E. he
requested that we withdraw this from the agenda in cdrder for him to do more research."
Mr. Doherty motioned to reconsider the variance relief granted by this Board on
April 20, 1995 at 91 Edgewater Road, Mr. Cram seconded, all agreed.
Mr. Doherty motioned to continue this matter pending further research by the
engineer, Mr. Cram seconded, all agreed.
7.) Local variances - 26 Shorewood Drive, 37 Great River Road, 238, 256, 262 Old
Barnstable Road
26 Shorewood Drive - Mr. McQuaid relayed, "The applicant is requesting a 50' local
variance from the proposed on-site leaching facility to abutting well."
Mr. Paul Patnaude, (abutter), stated, "The proposed leaching pit is very close to
our property line." "We plan to do some grading on that side and will have a tremendous
break-out problem if it is installed where proposed." "There is quite a steep slope there
now." "I really have no problem, I'm not here to stop anything but I am concerned."
"We are planning to construct a home on our lot." "We will be installing our leaching
facility under the new Title V requirements." "We will have to do some grading to get the
house and leaching facility in." "I would recommend the owner grade the area."
Mr. McQuaid relayed, "The system is 15' below grade."
Mr_ Cram motioned to continue the request for variance relief pending the
engineer's attendance at an upcoming meeting, Mr. Doherty seconded, all agreed.
