"If he doesn't pay we attach the property." <br /> "That doesn't affect you." <br /> Ms. Ball stated, "At all." <br /> Ms. Amaral stated, "Who do I pay." <br /> Mr. Ball stated, "No one." <br /> Mr. Doherty stated, "Your don't have to pay anybody." <br /> Mr. Cram stated, "You don't have to pay anybody." <br /> Mr. Doherty stated, "This doesn't cost you anything." <br /> Ms. Amaral stated, "I mean, I confused, I've never had..." <br /> Ms. Doherty stated, "The system has to be fixed." "No question." "No if, ands or <br /> buts." "It must be fixed." "It's the responsibility of the property owner, not you, to <br /> provide a functioning working system." "If he fails to do that by a specified date then the <br /> town can move forward and do it for him and bill him for that." "If he refuses to pay it <br /> that's our problem." "I mean yes, the town pays the contractor so he doesn't get stuck <br /> but we attach the property so he can never sell it until it's paid for."
