i <br /> MINUTES July 23, 1998 5 BOARD OF HEALTH <br /> Mr. Herbst stated, "Then what I would ask is, Mr. Doherty said it is not possible <br /> for him to remove items from the landfill and take them home, can you assure me that that <br /> in fact will happen?" <br /> Mr. Doherty responded, "No, I can't." "Mr. Dominie will be spoken to and will be <br /> informed that removing anything from the landfill without authorization is stealing from <br /> the town." `But I am not going out there to watch him." "That is the responsibility of the <br /> contractor to ensure that his employees are not violating any provisions of the contract." <br /> Mr. Herbst questioned Mr_ McQuaid, `Do you think the town landfill is the source <br /> of the material." <br /> Mr. McQuaid responded, "Yes, no question." <br /> APPOINTMENT: Cape& Islands/Sullivan- 122 Whippoorwill Circle <br /> Mr. John Slavinsky representing the engineering firm of Cape and Islands <br /> Engineering was in attendance as well as Mr. & Mrs. Sullivan. <br /> Mr. Slavinsky stated, "I have designed a repair system which involves some <br /> wetlands." "At the previous meeting the Board decided that it would be a good idea if we <br /> put in a denitrification system." <br /> Mr. Doherty informed Mr. Slavinsky, `In asking for the variance you'-g'e asking <br /> to reduce the linear distance required by regulation." "In essence, you're-not offering <br /> anything to mitigate the effects of the effluent." <br /> Mr. Slavinsky stated, "We are because the existing leaching facility is in the front <br /> area of tfie house which is much closer to private wells than we are with the leaching <br /> facility in the back of the house." "The bordering vegetated wetlands is full of poison <br /> ivy." "The real marsh is probably 800' to the ocean." "The Conservation Commission <br /> started this idea about denitrification." "All denitrification units remove only the nitrates <br /> nothing else." "The purpose of it was to stop plant growth in the water." "We are 800'." <br /> "Our groundwater flow is away from the lot and away from all the private wells." "We <br /> are almost at the mouth of the river." "This particular salt marsh, without an effect on <br /> _-` anyone's well, will eat the nitrates." "Poison ivy is a transition plant_" "If you went out to <br /> T the site you would see that is not the edge of the salt marsh." <br /> Mr. Doherty stated, "In you professional opinion you are saying that the majority <br /> of the nitrates will be taken up by plants prior to it entering the bay." <br />
