MINUTES September 10, 1998 8 BOARD OF HEALTH
Mr. McQuaid commented, "In that area there is a clay layer underneath which
creates pooling." "When it rains the propane tanks are virtually floating."
Mr. Doherty relayed, "Why don't we keep it all up top." "This would alleviate
ramps, costs, etc.."
Mr. Cram stated, "This would all be under a separate contract." "We also
discussed Mr. DiMaggio purchasing a 100 cubic yard roll-off for the metals to be put in."
"He would, under a separate contract, transport it to their facility."
Board members will review this matter for consideration and revisit it at a later
date.
Fees for Bulky waste and metals
Mr. Cram relayed, "The Executive Secretary did inform me that the contract
between the town and the landfill contractor does not contain any language that allows
him to charge a fee for disposal of items." "I did contact Mr. DiMaggio and inform him as
Chairman I was temporarily suspending the collection of fees for bulky goods, scrap metal
and construction and demolition until the Board meets tonight." "The Board of Selectmen
and the chairman of the Finance Committee are willing to increase our request to
$25,000.00 which will be sufficient to eliminate our collection of fees for the bulky waste
and scrap metal."
Mr. Ball commented, "We should have a good handle on costs by the end of
September."
Mr. McQuaid stated, "In my opinion, until this Board changes its policy as far as
handling cash at the transfer station, we should not allow the contractor to charge for
anything."
Mr. Ball stated, "We should continue with no collection of fees for the bulky waste
and scrap metal however, let Mr. DiMaggio continue with the fees for brush." "We
should put the contract back out to bid at the end of this fiscal year and include metals,
bulky waste, brush, etc.."
Mr. Cram commented, "In my opinion, we should continue this matter for a few
weeks so we can pursue different avenues that we may have questions on."
