MINUTES September 10, 1998 7 BOARD OF HEALTH
Denitrification Regulation
Mr. Ball stated, "I spoke with Mr. Baker and what I would like to do is revisit this
regulation_" "I would recommend we hold a meeting with Mr. Baker and the town
planner to discuss the regulation."
Mr. Cram questioned, "What about the study Dr. Howe is preparing?"
Mr. Ball responded, "We won't get that until it's completed which is about one or
two years away."
Board members agreed to schedule this matter at an upcoming meeting.
White Goods
Mr. Cram stated, "I met out at the landfill with Eric O'Connor, representing Mid-
City Scrap Metal and Roger Alcott from Weston & Sampson." "Mr. O'Connor is
proposing to provide 2, 45' cubic yard roll-offs." "They will empty them within twenty-
four hours of being notified." "Mr. O'Connor suggested we remove the valves from the
propane tanks." "They will pay .30 a pound for the valves and then the tanks can be
placed in with the white goods." "The landfill contractor was agreeable to removing the
valves." "Mid-City will also engage a subcontractor to remove freon and haul off the
refrigerators." "The scrap metal markets at its lowest point ever so we may not receive
recovery payments for a while." "They did recommend we build a ramp so the
homeowner could drive up the ramp and dump into the roll-off." "They are willing to buy
the steel to set in the cement for rails." "They do want the roll-offs packed." "The
landfill operator was agreeable to that." "The are looking at a 30 day time period to set
up the operation."
Mr. McQuaid stated, "One of my concerns is how much it would cost to extend
the road down to the metal pile and build a ramp."
Mr. Ball questioned, 'q think we should move the metal pile up by the recycling
area."
Mr. Cram commented, "Mr. Alcott did say that if we wanted to put in the ramp we
could place an addendum in Crowell's contract." "He was of the opinion costs would be
minimal."
