MINUTES May 19, 1999 10 BOARD OF HEALTH <br /> Mr. Cram stated, "I've got to state my opinion. At this point, due to the limited <br /> capacity... My personal opinion, let me explain this, okay... as far as the Board in <br /> initially acting in regards to this, I was the only one that could be originally involved in <br /> this, but unfortunately, through no choice of mine I was taken to the hospital. I <br /> wasn't there. All right? This decision was made all well and good. Now that would <br /> have been only from one member of the Board contributing any input if I could have <br /> been available. I personally feel at this point that where this request is being made is <br /> at the wrong place. It should go back to the awarding board in regards to this. Not <br /> this Board which did not have a majority play in regards to the decision." <br /> Mr. Ball stated, "I think we should make the decision. I'm tired of dodging the bullet <br /> and passing it on." <br /> Mr. Cram added, "You're Chairman, your opinion. I've just expressed mine." <br /> Mr. Ball stated, "We have three members that can vote on this. I don't know at this <br /> time if there is anything against ethics, but at the time when both contractors were <br /> bidding, I had to step down and John had to step down, that's why it went up to the <br /> Selectmen. But now we don't. I've already made a financial disclosure with my <br /> interest with Mr. Cassanelli to the Selectmen and the Town Clerk. And ethically I'm <br /> clear. As far as your concerned, I don't know if you have any unethical things, but I <br /> assume you don't." <br /> Mr. Cram responded, "No, I do not. I've stated that." <br /> Mr. Ball continued, "I think we are going to settle this here. I don't think this should <br /> go back up to the Selectmen." <br /> Mr. Cram added, "Your opinion." <br /> Mr. Ball stated, "Do you?" <br /> Mr. Doherty responded, "No. I think the problem was created somewhere else and <br /> we're going to deal with it. I don't want to make any type of vote until we hear from <br /> Town Counsel." <br /> Mr. Ball continued, "We'll wait to hear from Town Counsel and well discuss this. But <br /> we should do this soon and get it done as quickly as possible." <br /> Mashpee resident Glenn Santos questioned, "Steve, I've got one question because we <br /> haven't got... Well, $40,000 was bandied about here. Now is that per year or over the <br /> life of the contract?" <br /> Mr. Esper responded, "Per year over the life of the contract." <br /> Mr. Ball stated, "So it would be four times forty or $160,000." <br /> Mr. Santos stated, "I'm not trying to be a wise guy or anything, but... I'm just trying to <br /> understand for my own peace of mind... Basically in two years you want the town to <br /> buy you two trailers?
