MINUTES May 19, 1999 11 BOARD OF HEALTH
the bid goes out and you've got a$40,000 trailer, okay, overhead, tires, maybe two
canvasses a year or one canvas a year at $1,000, a couple of tires, frame, landing gear,
that doesn't go bad, brakes over the period of a couple of years... Basically you figure
your overhead, and you figure that trailer is going to cost $5,000 per year. I'm just
trying to throw out figures because I know for a fact that you can go out and, for
$40,000, buy yourself a 100-yard ejector trailer. Cash."
Mr. Esper responded, "Let me... What about workmen's comp? Hire a driver?
Maintenance? A new tractor?"
Mr. Ball said, "Wait a minute here. Let's not get into an argument here. I'm going to
close it down."
Mr. Cram asked, "How do you get the rest of the trailers to the dump?"
Mr. Cassanelli stated, "That is an additional cost...."
Mr. Cram stated, "One tractor, right? You can only take one at a time."
Mr. Ball stated, "Okay, I'm going to take one more question. This is it."
Mr. Esper stated, "We went out and contacted three waste management companies
and asked them what the additional cost per year is per trailer. Three companies.
Each one came back and said $30,000 per trailer. That's the cost, the overcharge cost
that these people charge. I would be happy to give you the names of the companies
and you are more than welcome to go out and price them yourself."
Mr. Cram questioned, "Raymond, I've got a big question. Let's go through this
because I've gone down through this. I'm also in the insurance business, okay. So
I've had the occasion to research some of this."
Mr. Esper stated, "First off, that breakdown is really not a reliable breakdown. Elias
McQuaid asked at a meeting, could you give me a breakdown because I want
something, because we're going to pass this through or whatever. Moe went back and
Just wrote some stuff down. That is not a reasonable or logical breakdown. That was
a response for Elias that was supposed to be between. Elias and Moe so he could
fathom what was going on. And the next thing we know we're replacing floors and
putting tires on trucks and trailers every year."
Mr. Cram added, "Well, yeah I mean you've got trailers that you put about 2400 miles
on in a years time based on the number of trips. And you are going to spend $800 for
tires? Wait a minute. Something is wrong here."
Mr. Esper said, "This isn't really our point to discuss this. In all due respect, it isn't
the Board's prerogative to ask our costs on items on trailers and such things. The
reason I..."
Mr. Cram interjected, "Realistic."
i
