MINUTES May 19, 1999 12 BOARD OF HEALTH
Mr. Esper continued, "The reason I said this to you is that we went out, just like the
Town would go out, and got three bids and we went to three major waste management
companies and each one came back at no less than $30,000 per trailer."
Mr. Cram asked, "Are they not going to give you high figures, thinking that okay if the
bids come out then they can bid in at less? Is that a possibility?"
Mr. Ball stated, "Okay, I'm going to close this down. What the Board is going to do,
first of all, is well wait until Town Counsel come back with an answer on the letter we
sent them. Well discuss this and make a decision on which way we want to go on
this."
Mr. Esper responded, "That's fine. Steve, the only this is, again, time.is of the essence.
Town Counsel has had this for a week and a half and hasn't responded. I personally...
If this could be rectified without getting lawyers involved, at least on my side, I would
prefer doing that. But, if not, I want to proceed and we also have to stop our capital
acquisition. If we could at least get an answer in writing in seven days. Does seven
days seem reasonable?"
Mr. Ball stated, "Seven days and well meet next Thursday and if we have a decision by
then. We will make a decision one way or the other by next Thursday. In fact, if you
want to be put back on the agenda that's fine. Or well make our decision and..."
Mr. Esper said, "No, that's fine. Why don't you make your decision and if you could
just fire off a letter to us. Can I have that letter by next Thursday? Is that going to be
possible?"
Mr. Ball responded, "No, we meet next Thursday night. You could have it Friday
morning."
Mr. Esper questioned, "You guys won't have it by Thursday then, huh?"
Mr. Ball stated, "The letter from Town Counsel? Basically it's an opinion we're asking
them for."
i
Mr. Esper stated, "Could I have a letter then, Friday morning?"
Mr. Ball responded, "Yes."
Mr. Esper stated, "There's no reason for us to re-hash this. I think it's a Board factor.
Then, if the Board so desires to go for the new RFP, then we will give you, after
discussing with our lawyers, we will proceed accordingly and give you appropriate
notice and things of that nature."
Mr. Ball stated, "All right, then well continue this."
