.MINUTES May 19, 1999 5 BOARD OF HEALTH <br /> Mr. Doherty responded, ".No sir. It was three. Remember, we had this discussion <br /> before. It was three and it was changed against the advice from the Board of Health. <br /> The Selectmen decided to change it. The original RFP was three. They have copies of <br /> both documents." <br /> Mr. Esper stated, "Well, the RFP that we bid has two trailers in it." <br /> Mr. Ball stated, "That you are under now." <br /> Mr. Cram stated, "So basically your whole controversy isn't with us, it's with another <br /> Board." <br /> Mr. Cassanelli stated, "No, it has nothing to 'do with the other Board. I mean, that's <br /> what the contract, the RFP was written..." <br /> Mr. Cram stated, "We didn't change the RFP." <br /> Mr. Esper added, "We certainly didn't change it. We bid on two trailers..." <br /> Mr. Doherty stated, "You signed the addendum so you were aware of the changes." <br /> Mr. Esper stated, "...and Joe DiMaggio bid on two trailers as did everybody else that <br /> responded to the RFP. It was two trailers. I mean, if we want to go back and look at <br /> the original RFP..." <br /> Selectman David Leveille stated, "I would caution you to make sure that you go back <br /> to the very beginning and track it with dates and who did what before you start saying <br /> who changed what and why." <br /> Mr. Michael DiMaggio stated, "I'm Mike DiMaggio, Joe's son. I worked on the bid <br /> extensively with my father, attended the meetings with Mr. Cassanelli and Mr. Esper. <br /> We bid the original RFP according to three trailers, but we also took into consideration <br /> past experience of what needed to be done on the job. We didn't bid on two trailers, we <br /> took into account what we knew had to be done and what we needed on site. We did, <br /> at our meeting, I was there with my Dad, and we did tell the Board that we would have <br /> four trailers there because that was what was needed. We bid and our cost of the job <br /> reflected that. We came in a certain amount of money over it because we needed it <br /> and we knew it couldn't be done without it. Regardless of what the RFP said, you bid <br /> a job because you know what you are doing because of past experience. That's how <br /> we bid the job. We never figured for two trailers and I believe the RFP that we were <br /> reading when we went over the original bid did say three. I don't understand what <br /> happened with the change; we weren't involved by then, but we bid for four trailers. <br /> That's what our price reflected regardless of what the RFP said." <br /> Mr. Ball stated, "Okay. Well, I guess the Board has to make a decision. We just <br /> received a letter from Weston & Sampson and if it is decided that to go out for re-bid, <br /> it has to be done before March. So, we have many choices. Put it out for re-bid, try <br /> and do a change order, do nothing, and change the days off to coincide with Otis. I <br /> don't know any other way to go. I don't know how you feel, as the present contractor, <br />
