MINUTES May 19, 1999 6 BOARD OF HEALTH <br /> about re-bidding. You'd have to discuss that and as far as a change order, if a change <br /> order is in line, if we can do that, we can do that, if we can't, we can't. I don't know <br /> how the other Board members feel and I don't know how the other contractors that <br /> have.bid this in the past feel about that." <br /> Mr. Cassanelli stated, "Mr. Chairman, my name is Moe Cassanelli. The dump is <br /> drastically changed. It is being operated at 200%. It's changed dramatically, it's <br /> cleaned up. It's running efficiently. We've reduced our tonnage for the same amount <br /> which should have been increased in a year, we've decreased. The fact that we are <br /> doing the job properly and right, and owning up to our part of the contract should be <br /> taken into consideration also." <br /> Mr. Ball stated, "So, basically you are requesting us to review a change order?" <br /> Mr. Cassanelli responded, "Yes. That's simple. It's done in business all the time and <br /> the RFP was stated the way it was stated and we need additional equipment. We're <br /> willing to buy it to do the job and to do it correctly and to do it efficiently. Our bid <br /> reflecting to Mr. DiMaggio's bid, which has nothing to do with this, but... is still going <br /> to be cheaper than putting it out to bid. The additional $40,000 is going to be much <br /> less than the last bid that we competed against." <br /> Mr. Nick DiMaggio stated, "If they are looking for $40,000, our bid wasn't... the <br /> difference wasn't there. So..." <br /> Mr. Cassanelli interjected, "Over five years it would be..." <br /> Mr. Nick DiMaggio continued, "Excuse me, I didn't interrupt you." <br /> Mr. Cassanelli.said, "Excuse me. I'm sorry." <br /> Mr. Nick DiMaggio continued, "If that's the situation, I would seriously request a re- <br /> bid. The bid went out to do a job. If for some reason they can't do the job, changes <br /> have to be made, every company that bid on that original bid deserves the same shot." <br /> Mr. Cram stated, "I'd like to read something into the minutes if I might, and this is <br /> from our engineers that we contract to help us supervise this which has been involved <br /> in it. It's in the very bottom of the page one of the letter that was sent. It states, "It is <br /> our belief that a contract change order for Coastal Waste Management to provide more <br /> trailers is not warranted." These are so-called experts. I do not profess to be an <br /> expert. This is really not my job. All I can do is retrieve information from different . <br /> people that have more knowledge than I do." <br /> Mr. Cassanelli questioned, "He's your engineer that you hired to estimate and to tell <br /> you as a Board that there is no need for two other trailers?" <br /> Mr. Cram responded, "This is our engineer that we contracted with originally to draw <br /> up the original RFP down the road and has been our engineer for 10-12 years or more. <br /> I think we are looking at a fair amount of experience to a point. This is the conclusion <br /> they came to from no input from me." <br />
