MINUTES September 22, 1999 7 BOARD OF HEALTH <br /> Variance: 52 Summersea Road <br /> Applicant is requesting a variance for 52 Summersea Road. Applicant is <br /> requesting a 9'variance from the property line to Summersea Road and the <br /> property located to the north. The proposed leaching area and septic tank for <br /> 52 Summersea Road will be within 1 foot (9'variance/10'required) of the <br /> property line with Summersea Road and the property located to the north. <br /> Mr. McQuaid commented that even with the denitrification system, it doesn't <br /> afford him credit for a fourth bedroom based on the size of the lot. The size of <br /> the house is 1,978 square feet. The lot size is 9,981. <br /> Mr. Michael Grotzke, P.E., Phoenix Group, made a presentation on the nitrogen <br /> flow comparing the three-bedroom situation versus the four-bedroom situation <br /> with a denitrification system. <br /> Mr. McQuaid stated that the Board could grant the variance based on DEP <br /> approval. Mr. McQuaid stated that this would be a "test case" with DEP. <br /> Mr. Ball commented that he would rather see a four-bedroom house with a <br /> denitrification system rather than a three-bedroom house with no <br /> denitrification system. <br /> Motion to Grant Requested Variance Pending DEP Approval: <br /> Mr. Cram made a motion that, based on the submitted variance, the Board of <br /> Health approve the variance pending DEP approval. If DEP does not approve, <br /> the house must then be a three-bedroom house. Mr. Ball noted that this would <br /> be a "test case" type of motion. Motion seconded by Mr. Ball. Motion Passed. <br /> Mr. Grotzke questioned if, in the event that DEP does not approve, then they <br /> can stay with the three-bedroom system as designed in the earlier plan <br /> submitted. Mr. McQuaid stated that the only variance is the sideline and it <br /> would be fine. <br /> Variance: 160 Algonquin Avenue <br /> Applicant is requesting a variance for 160 Algonquin Avenue. Applicant is <br /> requesting a variance of 9'from the proposed soil absorption system to the <br /> property line and 9'from the septic tank to the property line. In addition, they <br /> are requesting a variance of 32' to the wetlands; however, Mr. McQuaid noted <br /> that they are proposing a Ruck System. The soil absorption system distance to <br /> the property line will be 1 foot (9'variance/10'required). The septic tank <br /> distance to the property line will be 1 foot (9'variance/10'required). The <br /> distance from the soil absorption system to the wetlands will be 68 feet (32' <br /> variance/100' required). <br /> Mr. Ball questioned the use of an ultra-violet light. He noted that he believes <br /> that when you go below 75, it kicks in on the ultra-violet light. <br /> Motion to Grant Requested Variance: <br />
