"We <br /> can't use the bathrooms in the winter, they freeze up solid and it's not because of <br /> inside, it's the pipe underneath." "If that garage can be kept warm at night it'll keep <br /> the concrete warm because that pipe goes underneath the concrete in the express line; <br /> that's where it freezes." "We spent a ton of money on those doors. Now they're fixed <br /> and we should try to keep them fixed." "There is some maintenance that has to be <br /> done with this, every month. He will train my men and me to do it so there is no <br /> additional cost to the town for maintenance." <br /> Mr. Santos stated that he felt it was a good idea and that the Board should send their <br /> recommendation to the Board of Selectmen in order to get this done. <br /> Mr. McQuaid stated that the Board of Health budget does not account for this item. . <br /> He further stated that the Board of Selectmen must approve any invoices above and <br /> i <br /> beyond the contract amount. <br /> Mr. Cassanelli further stated to the Board that the previously proposed pumpkin <br /> patch would not be possible for this year and that he would like to put grass there <br /> instead of the pumpkins. He stated that he has the loam and manure already and <br /> just needs to spread it and hydroseed the,area. He will present a proposal to the <br /> Board when he gets the costs in order. <br /> In summary, the Board and Mr. Cassanelli decided as follows: <br /> a. Recycling area washout repair: Mr. McQuaid will look into how much <br /> was appropriated into the Capital Improvement budget for this item. <br /> b. Tire Trailer Demo: Mr. Santos recommended paying the bill for this work <br /> already performed. <br /> C. Seeding: Mr. Cassanelli will provide a proposal/memo to the Board of <br /> Selectmen on this item. <br /> d. Mowing Board members will ask Greg Taylor of the DPW to substantiate <br /> the costs of mowing the 11-acre capped landfill. <br /> e. Waste oil heat: Proposals will be forwarded to the Selectmen for their <br /> comments and/or approval. <br /> Mr. McQuaid then brought the subject of recycling monitoring to the attention of Mr. <br /> Cassanelli along with a written complaint regarding the lack of monitoring in that <br /> area. Mr. Cassanelli defended his staff and monitoring of the transfer station and <br /> recycling areas. He further stated that he always has the staffing on hand but that <br /> they are not always standing right at the recycling area, but could be at the CRT <br /> container, the cardboard container, etc. <br /> Ms. Warden then questioned why Coastal Waste Management was charging for bulky <br /> waste being brought into the transfer station by residents. Mr. Cassanelli stated that <br /> he is only charging for demolition and construction materials and not for bulky items <br /> like furniture, etc. He further explained that he does not charge a resident who brings <br /> in two trash barrels or less of construction materials. <br />
