*REVISED DRAFT* SELECT BOARD MINUTES JUNE 24, 2024 5 <br /> Select Board <br /> Minutes <br /> June24, 2024 <br /> APPOINTMENTS & HEARINGS <br /> Public Heari <br /> .......... e each Estates Private to Public Road.wwwConversion: <br /> gap-. <br /> The Select Board opened the Public Hearing by reading aloud the notice to address the private to public <br /> road conversion of Chickadee Road, Debbie Lane, Manitoba Road, etas et Road,Nehoiden Road, <br /> Neshobe Road, Pontiac Road, Samoset Road, Wamesit Road, Whippoorwill Circle and Wills Work Road <br /> as shown on plans entitled "Pontiac Road, Metacomet Road, oset Road, Manitoba Road,Neshobe <br /> Road,Nehoiden Road and Warnesit Road" dated May 31, 2023 prepared by Cape & Islands Engineering. <br /> The estimated cost of the project including construction,processing and interest paid over a 20-year period <br /> is $3,906,662. The cost per the 157 property owners is $24,883.20. This is the maximum betterment cost <br /> to be assessed. <br /> The Select Board opened the hearing to solicit comment. <br /> Dennis Balzarini indicated he received the registered letter regarding the hearing and the betterment <br /> assessment. The cost is greater than the initial estimate. Mr. Balzarini asked if the property owners are <br /> required to be registered voters. <br /> In response the Director of Public Works stated the project was postponed to allow for the construction <br /> estimate because the road areas are within the flood plan. If the project was to move forward, a second <br /> petition with greater than 50%of the property owners must be submitted tothe To Clerk. Signatures are <br /> reviewed and certified as current property owners. The second petition is required to be submitted by <br /> Monday, July 8, 2024 to meet the deadline requirements forte October Town Meeting. <br /> Jack Hachey a resident of Whippoorwill Circle asked who owns Wills Work Road. It was reported there <br /> was a typographical error in the announcement. The plans do not include Wills Work Road which is <br /> owned and maintained by the Commonwealth of A. The plan does not include any work to Wills Work <br /> Road. When asked how a betterment is calculated it was replied by the total number of properties in the <br /> neighborhood, and not by the amount of frontage on a road. With regards to the plan, it was noted that <br /> stormwater improvements are planned, and some of the association properties would be impacted for <br /> stormwater runoff. <br /> At a recent Select Board meeting, a resident presented a video depicting the severity of the flooding. This <br /> plan would mitigate the flooding and stormwater runoff would be addressed. However, it is currently not <br /> known if there are any other contributing factors. <br /> Being no further comment, the Board motioned as follows; <br /> Motion made by Selectman Cotton to close the Public Hearing. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: ® Unanimous. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Weeden,yes Selectman Wyman-Colombo,yes <br /> Selectman Cotton,yes Selectman O'Hara,yes Opposed,none <br />
