*REVISED DRAFT* SELECT BOARD MINUTES JUNE 24, 2024 6 <br /> Select Board <br /> Minutes <br /> June 24, 2024 <br /> APPOINTMENTS& HEARINGS <br /> CONVENE JOINT MEETING WITH THE PLANNING BOARD <br /> Mary Waygan, Chair of the Planning Board convened the Joint Meeting at 7:13 p.m. <br /> Planning Board members in attendance include; Mary Waygan, Karen Faulkner, Dennis Balzarini, <br /> Mike Richardson and Dale Oakley, Jr. <br /> Discussion andPossible Alparoval of the Housin�mProduction Plan: Town PlannerEvan Lehrer: <br /> Evan Lehrer, Town Planner was in attendance with Alexis Lanzillotta, Project Manager of the Barrett <br /> Planning Group to review the final draft of the Housing Production Plan (HPP). The review encompasses <br /> over six months of work with the Affordable Housing Committee,the Planning Board, and the Select <br /> Board including comment from the public. <br /> The document highlights the economic challenges and opportunities related to housing. This includes low <br /> to moderate income housing,workforce housing and missing middle housing. The draft was red-lined to <br /> allow for ease of review of changes incorporated into the document, a 5-year plan with a goal to create 185 <br /> additional affordable units in the Town of Mashpee. <br /> The Select Board and Planning Board offered the following comment. <br /> Mary Waygan, Chair of the Planning Board indicated she has been involved in the HPP process since its <br /> onset and has engaged in the public process. The Housing Production Plan has met the requirements of the <br /> State. There are important benefits to the plan, and comments were submitted during the public comment <br /> period as required. However, Ms. Waygan indicated her comments were not included in the final draft and <br /> that the comments of others have not been included in the plan. <br /> Working in this profession, Ms. Waygan indicated the goal of 185 units is a reasonable number in the 5- <br /> year plan. This plan is for affordable housing, defined as low-and-moderate income housing, to gain <br /> progress towards the target affordability rate of 10% under Chapter 40B. Ms. Waygan expressed concern <br /> that the Town is in a crisis with water quality. Any market rate housing with an affordable housing goal of <br /> at least 10% should have a clean water component. Ms. Waygan stated that in her opinion consensus <br /> regarding this plan has not been reached. <br /> Planning Board member Dennis Balzarini conveyed the plan is well done, but suggested it is likely the <br /> 10%goal under the 40B would not be achieved. He recommended the Town consider a moratorium on <br /> building. <br /> In response to the comments Mr. Lehrer indicated that there are strategies around the redevelopment of <br /> existing properties. He stated that no strategy incentivizes the build-out of the town and that although <br /> numerous comments were added to the plan,not all comments received made it into the text. <br /> Select Board Member, John Cotton opposed the recommendation to impose a moratorium. He stated that <br /> the plan was well-done. He asked if he were correct in assuming that the plan is meant to be used as a guide <br /> and could be changed in a few months if necessary. <br />
