following activities in Water Resource Districts : <br /> a. for erection of any new principal structure other than <br /> a single family dwelling or for change in occupancy <br /> requiring a Certificate of Use and Occupancy under the <br /> State Building Code; <br /> b. a change in use of premises or alterations , enlarging <br /> structure by more than twenty-five percent ; <br /> .c. for occupancy of 'any premises not requiring a Certificate <br /> of Use and Occupancy but involving the storage, handling <br /> or transportation of toxic or hazardous wastes ; <br /> 6. 3 No building permit or Certificate of Use and Occupancy shall <br /> be issued by the Building Inspector unless a Certificate of <br /> Water Quality Compliance, if required, has been obtained. <br /> 6.4 Requirements. A Certificate of Water Quality Compliance will <br /> issue only as follows : <br /> a. for new construction or additions or new activities <br /> not involving structures , only if in full compliance <br /> with all requirements of Section 5. Performance <br /> Standards . <br /> b. for change in occupancy or operation on previously <br /> developed premises, only if all the requirements of <br /> 5.1. 3, 5. 1.4 and 5. 1. 5 are met, and the requirements <br /> of all paragraphs of Section 4 are either met or, if <br /> previously exceeded, there will be no further increase <br /> in non-compliance. <br /> 6. 5 Submittals . In applying for a Certificate of Water Quality <br /> Compliance, or Special Permit, six (6) sets of application <br /> materials shall be submitted to the Water Quality Review <br /> Committee as defined in Section 6 . 1 of this by-law. In <br /> the case of uses requiring a Special Permit under Section <br /> 4. 2 one set shall also be submitted to the Board of Appeals <br /> along with any other application materials . All information <br /> necessary to demonstrate compliance must be submitted, <br /> including but not limited to the following: <br /> a. A complete list of all chemicals, pesticides , fuels <br /> and other potentially toxic or hazardous materials to <br /> be used or stored on the premises in quantities greater <br /> than those associated with normal household use, <br /> accompanied by a description of measures to protect <br /> from vandalism, corrosion and leakage, and to provide <br /> control of spills ; <br /> b. A description of potentially toxic or hazardous wastes <br /> to be generated, indicating storage and disposal method. <br /> -5- <br />
