Prior to the grant of any such special permit , the Board of Appeals shall request the advice and recommendations of the Conservation Commission and the Harbormaster, and shall not grant the special permit it the structure will unduly interfere with free passage of travel by water or cause substantial disruption of the marine environment. AREAS OF CRITICAL ENVIRONMENTAL CONCERN (ACEC) 1 . PURPOSE. The purpose of this by-law is to protect areas of Critical Environmental Concern, to protect environmental values of significance to flood control , the prevention of storm damage, the protection of waters containing shellfish and fisheries, and other public interests protected by the Wetlands Protection Act (M.G.L. , Chapter 131) and the Town's Wetlands Protection By-Laws .
