Additionally, they noted that the Conservation Department marked the trail <br />closure without any prior discussion with them. <br /> <br />COMMISSIONER COMMENTS <br /> The Commissioner clarified that when the trail was approved, it was on the condition that <br />the applicants' trail would be closed, which is why downed wood was placed there. They <br />also noted that ground logs are not considered a fire hazard. <br /> Further discussion occurred regarding the previous meeting's determination and its <br />reasoning. <br /> The Associate Member of the Commission, who is a certified firefighter, provided his <br />expertise on the fire hazard concern raised by the applicants. <br />AGENT COMMENTS <br /> <br /> The Agent agreed that downed debris is beneficial to the ecosystem and not a fire hazard. <br />They highlighted the challenges in managing conservation land, particularly unauthorized <br />trails leading to private properties. <br /> The Conservation Department and previous Commissions have maintained that trails <br />leading to private properties on town-owned conservation land should be eliminated, as <br />public access is already provided. Allowing such trails, even if not created by the current <br />property owner, could set a precedent that encourages others to create trails, which would <br />alter habitats and violate Chapter 173 Conservation Land bylaws. <br /> <br />CONCLUSION <br /> <br /> The Chair emphasized that the Commission must adhere to these bylaws and follow <br />established protocols. <br /> The applicants decided to no longer pursue the matter. <br /> <br />** The updates, communication/correspondence, and additional comments no discussion. <br /> <br />PUBLIC HEARING <br /> <br />6:30 <br />RDA <br /> <br /> 11 Waterline Drive North, Craig and Marybeth Chaffee.
