Regulatory & Administrative Considerations <br /> A waiver for Regulation 25 was requested due to the garage’s new vertical walls in a <br />flood zone <br /> Discussion involved the rationale for expanding the living space, the interior <br />reconfiguration of the previously 3-bedroom house to maintain the same number of <br />bedrooms <br /> The project included measures for flood compliance, such as smart vents, and required a <br />nitrogen-reducing septic system <br /> <br />Discussion & Queries from Commissioners <br /> Commissioners raised questions about the nature of the changes inside the existing house, <br />materials for the proposed walkway, and the justification for the expansion within a flood <br />zone. <br /> The representative clarified aspects of the intended use and construction while advocating <br />for the reasonable improvements to the single-family home. <br /> <br />Environmental & Technical Evaluations <br /> The Assistant Agent provided an assessment noting the reduction in runoff on the <br />property, addressing past cedar tree infestation, and emphasized the importance of a <br />mitigation contract for new plants (3 years). <br /> The improvements of the property were acknowledged, and emphasis was placed on on <br />aligning with environmental standards, especially regarding nitrogen loading and flood <br />compliance <br /> <br />There are no public comments. <br /> <br />Agent Comments <br /> Proposed garage to occupy the same footprint as an existing carport. If the project is approved, staff recommends submission of a signed three-year <br />mitigation monitoring contract between the property owner and qualified landscaper, <br />horticultural or wetland professional before commencement of work <br /> <br /> BOARD OF HEALTH: Property restricted to three (3) bedrooms previously permitted <br />by BOH with existing I/A system capacity. Adding any habitable space that meets the <br />bedroom’s definition would be considered an increase in flow and require a septic <br />upgrade.
