o The motion passes unanimously Documents provided: Cape&Islands Engineering,Inc.,Request for Determination of Applicability 01/23/2023 Plan"Septic Design Plan"(increase in design) 6:12 NOI 4 Mute Swan Circle,Patricia Donnelly&Roger Schiffman • Representative: Cape&Islands Engineering, Inc Project Overview • Existing construction of dwelling unit and planned pier under prior order of conditions • Proposal for vista pruning from the limit of work to the edge of the salt marsh • Vista pruning proposed according to Mashpee protocol Pruning Details&Clarifications • No clear-cutting planned, mainly limiting some trees within the corridor • Some dead trees may need removal for safety reasons • No heavy equipment usage is required for pruning • Property is on sewer,no on-site septic system • Clarification on 25%rule: applies to length along salt marsh within marked area • No removal of live trees Pruning Protocols& Oversight • Vista pruning protocols under Regulation 29 • Allowances: 10%removal of standing dead wood, 20%of saplings, 30%of branches for mature trees • On-site oversight and 3 years of contractor supervision required • Possibility of leaving dead trees on the ground for wildlife habitat Pier&Pathway Consideration • Discussion about trees near the proposed pier location • Approved pier plan includes a 4 ft wide pathway through buffer strip • Minimal tree cutting expected for pier construction • Possibility of adjusting alignment to protect specimen trees Agent Comments • Proposed vista pruning with maintenance in perpetuity. • Standard vista pruning request with max corridor width at 28 feet(25%of 112 linear feet of frontage along wetland edge). • All vista pruning protocols will be conditioned as per Regulation 29. • Recommendation o Close and Issue Motion • Ms. Clapprood made a motion for a close and issue with boilerplate language and agent supervision.
