7 <br /> Board of Selectmen <br /> Minutes <br /> December 1, 2008 <br /> NEW BUSINESS: <br /> Acceptance of Resignation—EDIC: <br /> Motion made by Selectman Cook to place the above topic on the <br /> Selectmen's agenda. <br /> Motion seconded by Selectman Taylor. <br /> VOTE: Unanimous. 4-0. <br /> Motion made by Selectman Cook to accept the resignation of <br /> Elizabeth Curtin from the EDIC with regret. <br /> Motion seconded by Selectman Taylor. <br /> VOTE: Unanimous. 4-0. <br /> ENVIRONMENTAL OVERSIGHT COMMITTEE: <br /> In response to the Selectmen's request to prioritize potential Textron <br /> settlement funding, the Environmental Oversight Committee (EOC) <br /> prioritized the following projects; the Santuit Pond Study - $60,000, <br /> publishing and disseminating to all Mashpee households, a guide relative <br /> to the Protection of Cape Waters for a projected cost of$30,000, and the <br /> purchase of Stormwater Devices associated to the construction of swales, <br /> estimated to cost $75,000. <br /> With regards to the Santuit Pond Study it was noted the proposal received <br /> from ENSR of Sagamore Beach was deemed highly advantageous and <br /> most favorable by the EOC. Contract negotiations brought forth a price <br /> quotation of$51,500 for a diagnostic study to characterize and quantify <br /> nutrient inputs to the pond,to define the Total Maximum Daily Load <br /> (TMDL)value and recommendations for remedial activities. <br /> The Selectmen requested a copy of the proposal from ENSR. <br /> It was disclosed there were discussions to modify the proposal to <br /> incorporate testing of the surrounding bogs. Upon review, the EOC <br /> agreed to remain within the perimeters of the original REP scope. <br /> The Selectmen as the contract awarding authority have the ability to <br /> interview the three firms submitting proposals for the Santuit Pond Study. <br /> Upon discussion, it was agreed the Cape Cod Commission would be <br /> consulted with respect to conducting an independent review of the three <br /> proposals. <br />
