6 <br /> Board of Selectmen <br /> Minutes <br /> September 10,2007 <br /> COMMUNICATION AND CORRESPONDENCE: <br /> School Concerns: <br /> The Selectmen were in receipt of invoices from the School Department <br /> which brought forth concern regarding increased administrative <br /> expenditures during a time of budget constraints. It was noted the <br /> Superintendent of Schools and Curriculum Director are receiving greater <br /> than before mileage stipends, and attendee's at a recent out-of-state <br /> conference employed a limousine service for transportation purposes. It <br /> was also disclosed that School Committee members are not executing the <br /> warrant as in previous practice to oversee expenditures. The sole <br /> signatory is noted as the Superintendent of Schools. Of additional <br /> concern, it was related the candidates for the vacant seat on the School <br /> Committee was discussed in executive session which is not appropriate, <br /> and School related contracts are not being ratified in public session. The <br /> matter was taken under advisement at this time. <br /> OLD BUSINESS: <br /> Certification and Confirmation of Appointment—Conservation Agent: <br /> Town Manager Joyce Mason approved for hire, Andrew R. McManus to <br /> serve as Conservation Agent. Mr. McManus presently serves the Town as <br /> Assistant Conservation Agent and is serving as interim Conservation <br /> Agent since the departure of Steve Solbo. Mr. McManus is appointed <br /> with a six month probationary period for performance. <br /> Motion made by Selectman Myers to certify and confirm the <br /> appointment of Andrew McManus as Conservation Agent. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. 5-0. <br /> Library Grant Deadline: <br /> An immediate release was received from David Burton; Trustee of the <br /> Mashpee Public Library.Board of Trustee's announcing that Mashpee has <br /> received a construction grant award of$2,551,775 for the library building <br /> project. Planning and final design work is expected to begin as soon as <br /> the Town selects a project manager. The Library will continue.to conduct <br /> fundraising efforts to defray the shortfall and costs to the taxpayers. <br />
