3 <br /> Board of Selectmen <br /> Minutes <br /> February 12, 2001 <br /> APPOINTMENTS AND HEARINGS: <br /> Library Discussion: (continued) <br /> It was noted that the library site, a gift from Field's Point Limited <br /> Partnership in 1986 has certain deed stipulations. Restrictions require that <br /> the land donor maintain an active role in the architectural design review <br /> process. To date,the proposal has not been presented to the proponents of <br /> Field's Point now referred to as Mashpee Commons Limited Partnership. <br /> Arnold Chase, Mashpee Commons Ltd. indicated that he was surprised to <br /> see the plans developed to this degree without any input into the process. <br /> Mr. Chase stated that Mashpee Commons would exercise their rights on <br /> the deed restriction and conduct proper diligence on the design review. <br /> He also expressed willingness to assist with appropriate adjacencies. Mr. <br /> Chase suggested that other site locations be considered. It was noted that <br /> the deed also restricts the use of the existing building to a library use only. <br /> In response, the Library Building Committee and architects agreed to meet <br /> with Mashpee Commons. It was noted that the original site location has <br /> been determined as the best-suited location for the library and present <br /> schedule to meet grant-funding initiatives now being investigated. Grant <br /> awards are to be announced in June 2001. Another grant round will not <br /> open until all waiting list libraries are funded. This is the first construction <br /> grant round since 1995. A requirement of grant eligibility is that the <br /> project meets the twenty-year population of the community. Based upon a <br /> population estimate of 23,800, a space of 25,000 square feet is necessary <br /> to serve the space needs and operational requirements of the library. <br /> An in-depth discussion followed with respect to the financial aspect of the <br /> project proposal. Alternatives to the architectural design proposal were <br /> considered to bring forth a more cost effective and less expensive <br /> building. Realistic population figures were also discussed. The matter <br /> was taken under advisement at this time. <br />
