4 <br /> Board of Selectmen <br /> Minutes <br /> February 26, 2001 <br /> OLD BUSINESS: <br /> Impact Fee Stud <br /> Selectman Marsters stepped down for the above referenced discussion. <br /> The firm of Tischler& Associates, Inc. has evaluated the feasibility of an <br /> impact fee for several infrastructure categories. The categories for which <br /> fees are proposed include, Police, Fire & Rescue, Leisure Services, Public <br /> Library Services, Municipal Facilities & Equipment and Schools. Impact <br /> fees are defined as new growth's proportionate share of the cost of capital <br /> facilities. It was noted that the Town is anticipated to have an increase of <br /> approximately 250 housing units annually over the next several years. <br /> Assuming 250 new units per year, the total impact fee amount is estimated <br /> as $350,000 without schools and $1,290,000 with schools annually. The <br /> cost for the impact fee work is $57,800 without schools and $73,000 with <br /> schools. A possible impact fee for a single-family house is $1,450. The <br /> figure would increase with schools to bring forth a total projection of <br /> $5,200 per single-family home. <br /> It was noted that in some cases, municipalities would offer exemptions. <br /> One of which is for affordable housing. Another would be for economic <br /> development activities. <br /> The Selectmen received an opinion from Town Counsel dated <br /> December 11, 2000 regarding the Town's authority to impose <br /> "impact fees"to assist with increased demand anticipated for municipal <br /> services. <br /> In addition to Town Counsel's ruling, an opinion was received from Mark <br /> White of Freilich, Leitner& Carlisle, counsel for Tischler&Associates. <br /> The opinions of the two counsels as ruled differ on this matter. <br /> It is the consensus of the Board to take the matter under advisement at this <br /> time. The matter will be further reviewed in an effort to reach consensus. <br /> h <br />
