Finance Committee Minutes <br /> September 16 , 1987 <br /> Page 2 . <br /> The ambulance in use is seven years old . <br /> Carl' spoke with the Executive Secretary about the possibility <br /> of combining the Park & Rec Department and the Community School . <br /> Joe concurred with this idea . The Community School could be <br /> eliminated and all their functions assumed by the Director and <br /> proposed Assistant Director of Park and Rec . This idea will have <br /> to be taken to the school for their approval with regard to the <br /> use of school facilities . <br /> The Executive Secretary informed Carl that he had sent a <br /> written memorandum to the Selectmen requesting the sale of town—owned <br /> land on Route #28 . This commercial real estate would be a source <br /> of funds for the town . <br /> Carl informed the Committee that the Selectmen have taken <br /> the question of the sale of the hose fire truck under advisement . <br /> There is a viable market for this truck . The Finance Committee <br /> has agreed to keep after this issue . <br /> Carl , next informed Finance Committee members that the $7 <br /> million for the new school represents money for the building only . <br /> This does not include money for equipment , supplies or staffing . <br /> John Ferriday stressed that it is imperative that the town make <br /> sure they will have the funds to open this school after the <br /> building is completed . <br /> The question of a new position , full—time engineer , was <br /> discussed . Vern noted that at present the town is hiring <br /> co-nsultants when needed . Ernie does his own engineering except <br /> when a qualified- engineer is required . Vern said she would <br /> put together figures to see if the funds expended are large <br /> enough to warrant the hiring a full—time engineer . John noted <br /> that a town engineer would be more concerned about the town , <br /> more so than the hiring of contractual engineers for different <br /> projects . The Chairman made the point that some department in <br /> the town has to assume the responsibility of making sure that <br /> developers meet certain road specs in a development . . . this <br /> at present is not being done, the developers are dodging it . <br /> Carl consulted with the Treasurer/Tax Collector , Anne Shaw, <br /> in regard to the tax bills . The tax bills will not be out on time <br /> and the state is at fault . the state has not approved the form <br /> so the bills can not go out . Anne 'feels there will be a period <br /> of a week lag . This will force Anne to go out and borrow funds . <br /> Carol expressed her belief that the Committee should talk to our <br /> Representative and have the state pay the interest on the money <br /> that Mashpee is required to borrow. The town is paying for the <br /> state ' s incompetence . <br />
