l <br /> Finance Committee Minutes <br /> October 21, 1987 <br /> Page 2 . <br /> Carl asked for information regarding the question of bounds <br /> at one of the boat ramps. Murphy noted that Ernie Virgilio of <br /> the DPW had constructed three boat ramps for the town. An abutter <br /> of one of these ramps - alleged that Ernie had moved some bounds <br /> and appeared before the Selectmen. Ernie was also informed of this <br /> situation and the meeting. There was discord among the Selectmen <br /> as to the situation and how it was handled. Murphy noted that <br /> there was no action taken, the bounds are still there and the <br /> surveyor said the bounds were not moved. <br /> A meeting date of November 18 ( regularly scheduled Finance <br /> Committee meeting) was set to meet with the Selectmen to deal <br /> with next year ' s budget. It was agreed that the Finance Committee <br /> should be involved and be a collective approach. Carl noted that <br /> he agreed with the suggested review process for the budgets . <br /> Carl also requested that prior to the November 18th meeting the <br /> figures for the FY87 and FY88 budgets be available for review. <br /> Murphy made note that he felt there could be some consolidation <br /> of personnel services accounts to. a'l.l6viate transfers from one <br /> account to another.. These transfers have to go before Town Meeting <br /> to move the money around, consolidation would cut down on the <br /> number of Articles required. Finance Committee members agreed <br /> with this suggestion, as long as accounting-wise the money would <br /> be broken down so as to see exactly where monies were expended. <br /> Vern noted that in a salary/wage situation care would have to <br /> be taken of the Workman' s Compensation Account. Murphy noted that <br /> perhaps this suggestion could be used for the Police, DPW and <br /> Assessors Department . <br /> Carl questioned the Executive Secretary about the status of <br /> the Town Hall computer system. He noted that it has not yet gone <br /> before the Board but should be shortly. He noted that Deidre <br /> Grealish a software consultant and verbal Mashpee resident has <br /> made her opinion public that the town is purchasing the wrong <br /> system. She feels the hardware is equipment that is no longer <br /> made and out-of-date and there is faster more cost--efficient <br /> equipment available . At this point note must be made that the <br /> bids were in last April and it is now October, technology moves <br /> on at great speed . Murphy noted that the equipment the town is <br /> buying works - and works at a comfort level . The key factor <br /> in purchasing the system purchased was the Assessors/Tax Collector <br /> j package and a lot of the bids that came in did not have 'such <br /> a package and if they did it was not in operation any place. <br /> The field was narrowed down to four and a selection was made. <br /> A great deal of time and effort went into the selection and Murphy <br /> feels a good choice was made. If the decision was made not <br /> to purchase this computer it would have to be brought before <br /> Town Meeting again. Carl stated that he felt Deidere should be <br /> asked to present her proposal. <br />
