Murphy noted that the former Water Commissioners <br /> did not want to assess betterments . This no longer is the situation. <br /> The Selectmen by a 4 to 1 vote want to assess betterments at 100% <br /> of the cost. The betterment process is scheduled to begin on <br /> October 22 - however, Murphy noted that he is not sure it will be <br /> at 100%. Traditionally it is done with 70% to residents and 30% <br /> to the town. However the town can not even use the hydrants to <br /> fill the fire trucks as stipulated in the water contract. The <br /> hydrants can only be used to control a fire in that immediate <br /> area, thus the town could not even get water there to fight a <br /> forest fire. Murphy expressed his belief that the cost of <br /> $230 , 000 should be assessed at 1000 . <br /> The plan for the Summerwood easement would be of no cost to <br /> the town, however, Murphy noted that there had been a gross <br /> understatement of the cost of the water from the Highwood Water <br /> Company. It was originally estimated at $5 , 000 , however, Highwood <br /> is making stipulations which could greatly increase costs . <br /> The meeting adjourned at 8 : 50 p.m. and the next scheduled <br /> meeting is November 18th, 1987 . <br /> i <br /> Gail McNabb <br />
