Board of Selectmen Minutes <br /> March 12,2001 <br /> Page Seven. <br /> GIS Presentation: <br /> Dave Bailey,Director of Assessors and Chair of adhoc GIS Implementation Unit,was <br /> present at the meeting to give a presentation on GIS. He gave Selectman a packet of <br /> information on ArcNews. The Town Administrator noted that the main issue is whether <br /> they can continue to operate GIS with person that was the Assistant Town Planner and <br /> the GIS Coordinator or should they start thinking about setting up the position of full- <br /> time GIS Coordinator under the Data Processing budget and separate out from the Town <br /> Planner position. <br /> Mr. Bailey explained they did not have anyone full-time to run the system and what they <br /> contemplated was having an Assistant Town Planner as a front man and a committee <br /> comprised of the Administrator of DPW, someone from the Water District,the MIS <br /> person and himself to direct the Assistant Town Planner. He anticipates it Mll be used <br /> for public safety work,DPW work,and the water district will hopefully make use of it. <br /> He is are set up and using the system but other departments are not on Board because <br /> there is no one to shepherd them through it. He feels it is the future of record keeping for <br /> municipal government. It is a lot of work for an Assistant Town Planner and if it falls on <br /> that person the Town will spend a lot of money for independent consultants to design <br /> applications. <br /> Discussion followed regarding are they better off right now to hire a consultant and if it <br /> could be a shared position with the water district. Selectman Green asked if there was <br /> enough work in the Town of Mashpee to put on a full-time GIS person for set up and get <br /> everyone up to speed and Mr_Bailey said absolutely that within the next 5 years the town <br /> will need a full time person. <br /> The Town Administrator thanked Mr. Bailey and recognized the work he has done from <br /> the start of the program,as a result the Assessing Department is one of the leaders in(lie <br /> Commonwealth. <br /> New Business: <br /> Approval of Undated Rules&.Regulations--Old Indian Cemetery_: <br /> Correspondence received from Mashpee Cemetery Commissioner dated February 12, <br /> 2001,regarding Updated Rule and Regulations for the Old Indian Cemetery and <br /> informing the BOS that at a meeting held on February 10,2001 by the Mashpee <br /> Cemetery Commission,Mr.Leigh N.Potter was appointed Chairman and Mr.Paul <br /> Avrett was appointed Clerk, A copy of the Rules and Regulation for the Old Indian <br /> Cemetery were attached for approval by the Board of Selectmen. <br /> Present at the meeting was Mr.Hamilton Whiting who submitted correspondence to the <br /> Selectmen relative to the regulations governing the Old Indian Cemetery. He stated one <br /> of his concerns was the removal of American flags from veteran's graves and gave the <br /> Board a copy of the M.G.L. and U.S.Flag:Federal Law Relating to Display. He <br /> requested that the regulations contain language that provides the American flag to be <br /> displayed on veteran's graves in accordance with the laws. Mr_Hamilton also had <br /> concerns with#2 and#5 of the rules and regulations.
