MA 02649 <br /> Finance Committee Minutes <br /> Town Hall <br /> March 28, 1988 <br /> Present: Edward Dolan, Carole Dunivan, John Ferriday, Carl Heller, Joyce <br /> Howell, and William Towner <br /> Vern Polka, Town Accountant <br /> The meeting commenced at 7 p.m. The Community School joined the meeting <br /> to appeal the Finance Committee recommendation that $4,000 be cut from their <br /> budget. The Director noted that after the last meeting with the Finance <br /> Committee, where the Finance Committee requested that fees be used to fund <br /> the increase in the salary of the Director, a transfer of $2,014 was made from <br /> the Community School Revolving fund. This represented funds that the Community <br /> School had raised. In view of this, Finance Committee members voted and approved <br /> to raise their budget by this amount. Vern noted that the omnibus figures were <br /> now set, so the motion would have to come on the floor of Town Meeting and the <br /> Finance Committee would have to recommend at that point. The total figure of <br /> the Community School Budget is $27,014. <br /> Ernie Virgilio, Director of the DPW joined the meeting to discuss the <br /> Article for the beach rake. He noted the bids would be somewhere between <br /> $14,000 and 18,500. He noted that this beach rake would be pulled by a <br /> front-end loader. The Finance Committee recommended $14,500 for this Article <br /> however, it was noted that the $3,300 in grounds maintenance for beach raking <br /> will be transferred out of the omnibus. The net cost of the Article is <br /> $11,200. <br /> The Finance Committee next reviewed a Request for Transfer from the <br /> Reserve Fund from the Fire Department. They are seeking $1,500 for the <br /> Salary Account. The amount requested is to complete the fiscal year 88 <br /> commitment on firefighters ' salaries. At the time of appropriateion there <br /> were some unknown elements with the the contract. Finance Committee voted <br /> and approved this request. <br /> Wendy Rubin addressed the Finance Committee regarding the budget cuts <br /> in the Park and Rec FY89 budget and the Finance Committee recommendation that <br /> the part-time Program Director be eliminated. Wendy noted that since 1982 <br /> shehas had assistance, and since 1984 she has had a 20-hour person. She noted <br /> that last year the Park and Rec Department brought in $23,000, and the fee <br /> schedule is in the process of being updated. Wendy objected to the fact that <br /> she has been getting less and less money each year and there is more and more <br /> demand for service to the town. Again Vern noted that the omnibus budget has <br /> been set and can not be changed at this point. The Finance Committee agreed <br />
