.Finance Committee Minutes <br /> March 28, 1988 <br /> Page 2. <br /> i . <br /> to recommend a Program Director position at $8.21 per hour for 20 hrs. per week, <br /> for 52 weeks for a total of $8,538.40 and to reduce the Park and Rec wage account <br /> by $3,000. The net gain in the Park and Rec budget would be $5,538.40. The <br /> total Park and Rec budget would be $88,153.40. <br /> Wendy noted that her Lifeguards had been cut. She requested that the <br /> Finance Committee forward a letter, explaining where the Finance Committee <br /> proposed these funds come from. The Finance Committee noted that they believed <br /> -there should be no guard or attendant at Attaquin Park. The Chairman of the <br /> Finance Committee dictated a letter to the Board Secretary to this effect. <br /> Wendy noted that $1,000 had been removed from her requested expenses and <br /> she wondered where the Finance Committee felt economies should be made. The <br /> Finance Committee felt that the Trophies, Awards, category could be reduced. <br /> Wendy noted that from this category also came the training- for coaches. The <br /> Town Counsel recommends that the town offer a training program for liability <br /> reasons. Ed noted that the Little League organization preferred to conduct <br /> their own training and purchase their own liability insurance. Chairman <br /> Heller noted that as long as the town was providing the training and it was <br /> available this would relieve the town liability. The expenses were to remain <br /> pt the Finance Committee recommendation of $11,600 - no change recommended. <br /> Marilyn Farren of Personnel joined the meeting to discuss the PAP upgrade <br /> Article in the Annual Warrant. Joseph Murphy joined the meeting and he <br /> explained the major reason for this Article was to widen the gap between <br /> certain positions that resulted when certain individuals had reached the <br /> 5th step which is the highest in a particular grade. He noted also that <br /> this Article reflected some previous labor decisions and some changes were <br /> in recognition of the fact that certain positions were grossly underpaid. <br /> This Article also changed certain job titles for clarification purposes. <br /> Marilyn noted that if the Article for the part-time Appeals secretary <br /> should pass on Town Meeting floor, then $9,775 could be removed from the <br /> Board Secretary Account. It was noted at this point also that the cost of <br /> the Article for the Deputy Fire Chief would be somewhat higher than the <br /> Finance Committee had anticipated and that more information on this would <br /> be available on March 30th. The Assessors Clerk position was recommended at <br /> $6,186. The Finance Committee also noted that the Article for the Town Engineer <br /> might be funded in part by transfers from department budgets. It may be that <br /> only $40,500 may be transferred from budgets for this position rather than the <br /> anticipated $45,000. More information ,will be available regarding this positon <br /> at the March 30th meeting. <br /> Murphy noted that he would have available at the next Finance Committee Meeti <br /> an updated projected revenue statement without the projected override. Chairman <br /> Heller noted the need to prioritze the Articles with numbers corresponding to <br /> the Final Draft of the Warrant and to know exactly how much funding was available <br /> for the Articles. <br /> The Finance Committee adjourned at iv p.w.
