Finance Committee Minutes <br /> April 27, 1988 <br /> Page 2. <br /> The representatives of the Insurance Advisory Committee noted that they <br /> had reviewed various dental plans and that Delta Dental seemed to offer the <br /> most for the least. Member Dolan expressed his concern about the Delta plan, <br /> stating that he has been covered by this plan several years ago and found <br /> the coverage limited. Carole questioned whether the town employees would be <br /> willing to pay more than 25% of the cost of this plan. <br /> Carl questioned how the health insurance would.-affect>.union:"contracts. <br /> Murphy noted that that there are four general government contracts, fire- <br /> fighters, police, clerical and DPW that are involved in health coverage. <br /> The town agreed to form an insurance review committee at which time bargaining <br /> unions and non-union employees and educational employees were invited to <br /> participate. The Selectmen agreed to include .on the warrant any Article <br /> that the committee wanted, but' did not consent to support the Article. <br /> Murphy noted that at present the town is under contract with the Cape <br /> Cod Municipal Group, so Aetna is unavailable to the town. He noted that <br /> various dental plans were reviewed and each company has a vast number of <br /> options and packages. The total cost of the dental insurance would be <br /> $46,000 to the town based on people.now.and how many family/individual plans <br /> that will be required. i <br /> John Ferriday noted that he could not recommend this in its current <br /> form. He expressed his belief that it wasn't a bad idea, but there just isn't <br /> enough money. Murphy noted that if the Insurance Advisory Committee should <br /> take this to Town Meeting floor and it is defeated they may next make a <br /> motion to seek reconsideration to have it subject to a 22 override and proceed <br /> with it that way. Selectmen have indicated that if the town agrees to put <br /> an item on a 22 override they will go along with it. <br /> The Insurance Advisory Committee stated they will let the Finance <br /> Committee know what their plan of action is prior to the Town Meeting. <br /> The next item of business was discussion of beach stickers and the <br /> cost of same. Wendy Rubin, Director of Park and Rec had made a recommendation <br /> to the Selectmen that there be two-year beach stickers costing $25.00, they <br /> did not go along with this recommendation. Murphy noted that at the present <br /> time there are no beach stickers granted to non-residents, so if you rent a <br /> cottage in the town of Mashpee, you can't use the beach. The large time- <br /> sharing resorts and condominiums bus people down and leave them off at the <br /> entrance and avoid any fees at all. Murphy expressed his belief that resorts <br /> such as Seamist should get an appropriate sticker based on the number of units <br /> involved. Ed Dolan expressed his belief that the fee should be $15 per unit <br /> per year and all other Finance Committee members concurred with this idea. <br /> Murphy stated :.'that.", . he believed that the Finance Committee should listen <br /> to the issues that are the basis of Wendy's recommendation prior to contacting <br /> the Selectmen. Murphy noted that it would be advantageous to have a cost <br /> analysis to illustrate how the Finance Committee arrived at the $15 figure. <br /> Finance Committee agreed to readdress this issue after more information from <br /> Wendy Rubin is available. <br />
