Finance Committee Minutes <br /> April 27, 1988 <br /> Page 3. <br /> Carl Heller noted that a letter had been received addressed to the Finance <br /> Committee and signed "A Mashpee Taxpayer" questioning the validity of Article <br /> #16 and the need for a clerical position in the Assessors Department. <br /> Regarding the meeting with Fire Chief Ridgeway and the inspection of <br /> the Fire Department facility the following comments were noted. Ridgeway <br /> stated that he had reduced his expense budget by $10,000 and the Finance <br /> Committee in turn said they would supply emergency medical equipment and the <br /> computer, subsequently the Finance Committee took $10,000 more from the Fire <br /> budget. Ridgeway feels that he is "out straight." Carl requested that he <br /> send a note to the Finance Committee stating the amount he needs to keep <br /> going: $2,000 for emergency medical supplies and $4,000 for a computer. <br /> Murphy noted that Ridgeway had appeared before the Selectmen looking for <br /> parttime firefighters for peak periods. Murphy suggested the Finance Committee <br /> tell him that we don't have the money in wages now, but will support a transfer <br /> later in the fiscal year. Chairman Heller suggested a change to the <br /> omnibus, $176,869, and have an understanding with him that the Finance Committee <br /> will tansfer the money from this account to the salary account and give him <br /> .$6,000 from the reserve fund now for the emergency medical supplies and the <br /> computer. This $6,000 transfer was voted and approved by the Finance Committee. <br /> Murphy feels comfortable that the town will meet estimated receipts for <br /> this year.. He -noted that.r$250,000 in free cash was*held back fearing we would <br /> not get revenue from the Water District. $150,000 was released as revenues <br /> are coming in, Murphy feels that the Finance Committee can free up the last <br /> $100,000 in free cash. <br /> Murphy would like to know if there is going to be any verbal or graphic <br /> presentation on the part of the Finance Committee at the Town Meeting. If there <br /> is going to be a running chard showing money who is' going to keep track of it. <br /> He noted that an overhead projector would work well. There will be a meeting <br /> with Murphy and as many Finance Committee members as possible on Monday prior <br /> to Town Meeting to discuss this. Carl noted that he will call Ridgeway also <br /> and ask him to submit a formal Request for Transfer for the $6,000 and address <br /> the parttime firefighters situation. <br /> Also as a matter of record the following Requests for transfer from the <br /> Reserve Fund were voted and approved by the Finance,Committee on April 19, 1988. <br /> Fire Department $1,200 for a technical audit to be done by a Professional <br /> Engineer in order for the Fire Dept. to apply for a Massachusetts Energy <br /> Conservation Improvement Program grant. <br /> Town Hall Expense $60.00 for Federal Fuel Tax l/l/88 - 6/30/88. This <br /> tax previously wasn't imposed and this was in an article removed from <br /> the 5/2/88 special Town Meeting. <br /> Police Department Expense $1,125 for Federal Fuel':Tax 1/1/88 - 6/30/88. <br />
