Finance Committee <br /> Minutes <br /> May 23, 1988 <br /> Page 2. <br /> one day must buy a beach sticker. The Selectmen noted that a <br /> purchase and sale agreement will be necessary to obtain a resident <br /> sticker. Selectman Lawrence stated his position that it is his <br /> belief that the Town does not offer a whole lot to the residents , <br /> and he does not believe an increase in the beach sticker fee is <br /> justified. Heller noted .that the Finance Committee feels that <br /> the beaches should be funded by those who use the facilities . <br /> Selectmen Gottlieb and Hansen both agreed that the fees should be <br /> higher. The Finance Committee stated that they did not like to <br /> take the staff from Attaquin, however, they felt it was a money <br /> saving venture in view of the fact that staff previously placed <br /> at the facility met with antagonism from residents . Since they <br /> were reinstated - where is the money to come from? , Executive <br /> Secretary Murphy noted in 1987 , 2 , 038 stickers were sold bringing <br /> in $18 , 018 in revenue. ' Wendy Rubin, the Director of Park and <br /> Rec stated that if two-year stickers are issued it would save <br /> $500 in printing costs and staffing costs to sell the stickers . <br /> Andrew Gottlieb motioned that the cost of beach stickers be <br /> $20 . 00 for a two-year sticker. The second year a sticker may be <br /> purchased for $10 . 00 . Selectman Hansen seconded the motion. <br /> Carter opposed, all other Selectmen in agreement. <br /> The Finance Committee meeting adjourned from the Selectmen ' s <br /> meeting and reconvened. Finance Committee member Dolan motioned <br /> that Carl Heller be Chairman again and this was seconded by William <br /> Towner and there was a unanimous vote. Carole Dunivan was voted <br /> Vice Chairman and John Ferriday voted Clerk. <br /> The Committee discussed the direction to be taken in the <br /> upcoming fiscal year. Carole noted that she would like to go a <br /> different way. She noted that there are five major departments that <br /> the Finance Committee should concentrate on, Police, Fire, DPW, <br /> School and Park and Rec . John Ferriday feels that the Finance <br /> Committee needs to develop some policies . For example at the end <br /> of the Warrant there are ; various articles from outside organizations <br /> seeking money for services provided to Mashpee residents . He feels <br /> a policy is in order for dealing with these articles , the Finance <br /> Committee looks poorly when they turn down these various groups . <br /> A policy and guidelines are necessary for these groups, there <br /> should be no arbitrary decisions. Chairman Heller noted that this <br /> was a point well taken and would be discussed in upcoming meetings. <br /> Assignments were made for Finance Committee members to monitor the <br /> various departments : <br /> Carole Dunivan - DPW <br /> John .Ferriday - School <br /> Gerald Sewell - School <br /> Ed Dolan - Fire <br /> Joyce Howell - Park & Rec <br /> Carl Heller - Police <br /> Carole also suggested that there be some sort of monthly report <br /> to the Mashpee Messenger to keep the residents updated. Perhaps <br /> there could be a hand-out of information given to Susan Billings <br /> for publication. <br />
