'Finance Committee Minutes <br /> July 13 , 1988 <br /> Page 3 . <br /> grounds and if indebtedness is authorized , the Treasurer , with <br /> approval of the Board of Selectmen , is authorized to borrow at <br /> one time or from time to time a sum of money for the stated <br /> purpose and for expenses incidental and related thereto , and to <br /> issue bonds or notes of the town and further , the town vote to <br /> raise and appropriate or appropriate and transfer a sum of money <br /> to the Police/Fire Water account to provide for debt issuance costs <br /> and interest . The Finance Committee will recommend the town vote <br /> to incur indebtedness . Murphy noted that the problem with the <br /> Special is that the figures may not be available . Chairman Heller <br /> noted that he felt the town should go for the whole package , which <br /> would provide for a water line . loop around the Police and Fire <br /> Station .. <br /> Article 9 , seeks the town approval to raise and appropriate a sum <br /> of money to permit the Board of Health to dispose of septage and <br /> or sewage at facilities of the Upper Blackstone Water Pollution <br /> Abatement District and to offset this appropriation the Board of <br /> Health bepermi.'tted to use estimated receipts from fees charged to <br /> users of services provided by the Upper Blackstone Water Pollution <br /> Abatement District in accordance with an agreement between the District <br /> and the Board of Heal.th acting in behalf of the town . Murphy noted <br /> that this article has too many details to work out before the Special . <br /> He noted that the lagoons can not be done' by August 1st and he feels <br /> this article will be indefinitely postponed . Chairman Heller noted <br /> his belief that an article such as this should be entirely self— <br /> funding . <br /> Article 12 , seeks _ town approval -to autho;ize the Board of Selectmen <br /> to sell a fire truck referred to as the hose truck , and that the <br /> funds received from the sale be reserved for appropriation <br /> Murphy noted that when the money comes in from the sale of the <br /> engine there will be a similar article to offset the cost of a <br /> new engine . Finance Committee recommends . <br /> Article 13 , seeks town approval to transfer from the Building <br /> Inspector ' s Expense account'-$2 , 643 or any other sum, to the <br /> Building Inspector_"s Clerical Wages Account . The Building Inspector <br /> did not look for help at the Annual Town Meeting , but Murphy noted <br /> there is a definite need for added clerical support . This money <br /> represents a part—time clerk, 1 day a week . Finance Committee <br /> recommends this article . <br /> Article 14 , seeks town approval to appropriate $93 , 000 to construct <br /> a bicycle path on Great Neck Road South. The Director of the DPW <br /> feels he can get a State grant if he has town meeting support . <br /> Finance Committee feels that this should have been part of the <br /> Capital Program and does not recommend this article . <br />
