MA 02649
FINANCE COMMITTEE MINUTES
Town Hall
October 20, 1988
Present: Edward Dolan, Carole Dunivan, Carl Heller, Gerry Sewell, and
William Towner
The Finance Committee commenced at 6:30 p.m. Ernie Virgilio of the
Department of Public Works joined the meeting to discuss articles on the
November 28th Special Town Meeting Warrant pertaining to the DPW.
Article 27 seeks town authorization to prepare a plan laying out and defining
Red brook Road from Great Neck Road South to the Falmouth line, and to vote
to appropriate and transfer from the Town Engineer Management Salary Account
$17,500 to the Red Brook Road Account for the costs of same. Finance Committee
will withhold making a recommendation till town meeting floor. The
second DPW article is 28. This article seeks the town to vote to appropriate
and transfer $6,500 from the Director of Public Works Workmens' Salary Account
to DPW Wage Account. Finance Committee recommended this article.
The Finance Committee next considereda Request for Transfer from the
Reserve Account for $4,930. This represents the lowest bid received by the
Fire Department to repair the termite damage to the station. P.J. Coffey
was the lowest bidder. Carl Heller motioned for consideration, William Towner
seconded, Finance Committee approved, one opposing vote by Carole Dunivan.
These funds will be transferred to the Selectmen's Emergency Equipment and
Reppir Account.
Joseph Murphy joined the meeting and the Finance Committee questioned him
as to where the money for the Library Aide position was coming. Murphy noted
that the money was coming from Free Cash. The position was approved but not
funded at the Annual Town Meeting. Tt was approved for funding if the 22
override passed - it did not pass - however the position is still needed.
Gerald Sewell motioned for a vote of approval, William Towner seconded and
the Finance Committee agreed to recommend Article 22.
Murphy noted that the Town Engineer is expected to begin employment in
January of 1989. There is enough money for the Engineer, however the secretary
position is to begin in February and the Assistant to begin in April. He
suggested there may be a need to look at some of the Engineering articles,
because it may be tight on money. Articles 19, 24 and 27 are all from the
Town Engineer Salary Account.
