Finance Committee Minutes October 20, 1988 Page 2. The Finance Committee members met with the Selectmen at 7:30 p.m. in the Selectmen's office to review the articles on the November 28 Special Town Meeting Warrant. Selectmen, Jacobson, Gottlieb, Lawrence and Carter were present. Selectmen Lawrence noted that it was not the Finance Committee'a prerogative to make recommendations on zoning articles and the like that do not involve the expenditure of money. He stated that the Finance Committee should worry about money business only. He stated he realized that there are "grey" areas where certain articles could eventually lead to spending money. He noted that the tax rate for the town has been set and expressed his belief that it could have been higher if not for the work of the Finance Committee and Joseph Murphy. The Finance Committee and the Selectmen proceeded to review the articles. Article l: seeks to purchase and equip a new Class l ambulance. The bids for this ambulance will be in prior to the Town Meeting, the recommendation will be made on Town Meeting floor. Article 2: seeks town to vote to see if the town will construct and equip a solid waste transfer station to be located at the sanitary landfill. The figure for this article is not yet in and the Finance Committee will hold off making a recommendation till Town Meeting. Article 3: seeks town approval to provide additional funding to prepare a wastewater facility plan and asks $10,965 be transferred from O the Revenue Available for Appropriation Account to the Wastewater Facility Plan•Account to provide interest payments and debt issuance expense. The article was recommended by the Finance Committee. Article 4: seeks to appropriate and transfer from the Revenue Available for i Appropriation Account $30,000 to the Police Station Architect Account. This article was recommended by the Finance Committee Article 5: is to see if the town will vote to appropriate and transfer from the Revenue Available for Appropriation Account $100,000 to the 1988 Fire Engine Account to provide partial funding to purchase and equip a fire engine. This was recommended by the Finance Committee. Article 6: is to see if the town will vote to appropriate and transfer from the Revenue Available for Appropriation Account $260,000 to the Stabilization Fund. This was recommended by the Finance Committee. Article 7; is to see if the town will authorize and direct the Selectmen to file a home Rule petition with the General Court. Finance Committee will make their recommendation at Town Meeting. Article 8: is to see if the town will vote to authorize and empower the Selectmen to grant to the Mashpee Water District an easement over certain town-owned property for the purpose of well sites. Finance Committee recommended this article. Article 9: is to see if the town will vote to appropriate and transfer from Revenue for Appropriation Account a total of $15,700 to be used by the Board of Assessors and tax Collector to process and collect tax bills for the Mashpee Water District. This was recommended by the Finance Committee.
