Finance Committee Minutes <br /> October 20, 1988 <br /> Page 2. <br /> The Finance Committee members met with the Selectmen at 7:30 p.m. in the <br /> Selectmen's office to review the articles on the November 28 Special Town Meeting <br /> Warrant. Selectmen, Jacobson, Gottlieb, Lawrence and Carter were present. <br /> Selectmen Lawrence noted that it was not the Finance Committee'a prerogative to <br /> make recommendations on zoning articles and the like that do not involve the <br /> expenditure of money. He stated that the Finance Committee should worry about <br /> money business only. He stated he realized that there are "grey" areas where <br /> certain articles could eventually lead to spending money. He noted that the tax <br /> rate for the town has been set and expressed his belief that it could have been <br /> higher if not for the work of the Finance Committee and Joseph Murphy. <br /> The Finance Committee and the Selectmen proceeded to review the articles. <br /> Article l: seeks to purchase and equip a new Class l ambulance. <br /> The bids for this ambulance will be in prior to the Town Meeting, <br /> the recommendation will be made on Town Meeting floor. <br /> Article 2: seeks town to vote to see if the town will construct and equip a <br /> solid waste transfer station to be located at the sanitary landfill. <br /> The figure for this article is not yet in and the Finance Committee <br /> will hold off making a recommendation till Town Meeting. <br /> Article 3: seeks town approval to provide additional funding to prepare a <br /> wastewater facility plan and asks $10,965 be transferred from <br /> O the Revenue Available for Appropriation Account to the Wastewater <br /> Facility Plan•Account to provide interest payments and debt <br /> issuance expense. The article was recommended by the Finance Committee. <br /> Article 4: seeks to appropriate and transfer from the Revenue Available for <br /> i <br /> Appropriation Account $30,000 to the Police Station Architect Account. <br /> This article was recommended by the Finance Committee <br /> Article 5: is to see if the town will vote to appropriate and transfer from <br /> the Revenue Available for Appropriation Account $100,000 to the <br /> 1988 Fire Engine Account to provide partial funding to purchase <br /> and equip a fire engine. This was recommended by the Finance Committee. <br /> Article 6: is to see if the town will vote to appropriate and transfer from <br /> the Revenue Available for Appropriation Account $260,000 to the <br /> Stabilization Fund. This was recommended by the Finance Committee. <br /> Article 7; is to see if the town will authorize and direct the Selectmen to <br /> file a home Rule petition with the General Court. Finance Committee <br /> will make their recommendation at Town Meeting. <br /> Article 8: is to see if the town will vote to authorize and empower the <br /> Selectmen to grant to the Mashpee Water District an easement over <br /> certain town-owned property for the purpose of well sites. <br /> Finance Committee recommended this article. <br /> Article 9: is to see if the town will vote to appropriate and transfer from <br /> Revenue for Appropriation Account a total of $15,700 to be used <br /> by the Board of Assessors and tax Collector to process and collect <br /> tax bills for the Mashpee Water District. This was recommended <br /> by the Finance Committee. <br />
