Finance Committee Minutes December 23 , 1988 Page 3 . The Finance Committee next addressed a Request for Transfer for Ernie Virgilio of the DPW for $1 , 180 . 96 to pay for the work performed at the Senior Center . The Finance Committee was of the opinion that these funds should come from the Emergency Equipment and Repair Account and Murphy concurred with this . Carl Heller motioned that this request NOT be approved , William Towner seconded and Finance Committee was in unanimous agreement . Murphy noted that the budgets for FY90 would be available around January 20th . Heller noted that a meeting would be necessary in early January to discuss the upcoming Special on January 30th . The numbers on various Articles would be available in another week or so . DeMoura had previously stated that the roof figures would be available and other Articles requiring a dollar amount should be available in a week , Murphy noted that the Article for the repair of the sewage lagoons . may be deleted from the Warrant . The Board of Health feels they may have enough money available , however they have submitted an Article in the event that the bids come in high and they do not have enough funds . They currently have $12 , 000 and if the bids are low enough the Article will not be necessary . The Finance Committee has some questions about the educational expense and the incentive program for the police officers - the Article does not mention the police union - will they be reimbursed twice? Finance Committee members agreed to address further at the next meeting . The Finance Committee addressed the issue of the Assistant Town Planner . Tom Fudala the Planner couldn ' t hire an Assistant at Step 1 of the pay schedule and felt he needed it to begin at a Step 2 to attract applicants . He approached the Selectmen about this . Murphy warned the Selectmen that it was not wise to take one isolated position and do this because it fouls up the entire system. The Board of Selectmen' voted to send a letter to the Personnel Board stating that they understood that they could not hire someone at Step 1 and gave them the authority to go at a higher step . An Article did not go on the Warrant and it was voted to seek applicants at . Step 3 . Murphy noted they are still in the process of interviewing . The Chairman scheduled a meeting January 4th at 7p . m. to discuss the Warrant of the 30th and a meeting January 25th at 7 p . m . to review FY90 budgets . Finance Committee members were requested to return their binders from last year so the Executive Secretary can use . them for the FY90 budgets .
