Finance Committee Minutes <br /> December 23 , 1988 <br /> Page 2 . <br /> Chairman Heller informed the Committee that the Reserve Fund <br /> figure is $104 , 096 . <br /> Ernie Virgilio is requesting an $8 , 000 Request for Transfer <br /> to purchase a 1966 used GMC truck from Butler GMC , Inc . Murphy noted <br /> there were a number of bids . The 1975 truck presently owned and <br /> used at the landfill is no longer working . This $8 , 000 bid <br /> represents the lowest bid . This dump truck would be used to haul <br /> fill from one side of the dump to another and is used exclusively <br /> for the dump . Murphy noted there is to be a question at Town <br /> Meeting as to whether the DPW or a private concern will operate <br /> the landfill . Ernie may be out entirely if the Town Meeting decides <br /> to turn operation over to a private company . In view of this fact , <br /> The $8 , 000 for a 1966 truck makes more sense . All the other bids <br /> received for a second-hand truck were over $20 , 000 . Murphy noted <br /> that if the DPW should be out of the landfill business this truck <br /> would probably be used by the DPW , he noted also the tendency of <br /> the DPW to accumulate as many vehicles as possible . Murphy noted <br /> that he would be checking into the DPW fleet , basically because of <br /> concerns about insurance costs . John Ferriday moved that the <br /> $8 , 000 Transfer for the DPW be approved , Willian Towner , seconded , <br /> unanimous vote . <br /> The Finance Committee next addressed a Request for Transfer in <br /> the amount of $19 , 130 , 58 . This is really a "paper" transfer and <br /> represents interest on bond to purchase two parcels of land . An <br /> Article will request at the January 30th Special Town Meeting <br /> Warrant to Transfer money from another account for this purpose . <br /> Murphy noted that the money is in another account . This is not <br /> coming from the Reserve Fund . Murphy noted that the money is <br /> needed by mid-January . The Request is not really a Transfer . <br /> However , if for some reason the Town Meeting chooses not to <br /> accept the Transfer the Town will have the authority to at least <br /> transfer money from the Reserve Account . The town has a legal <br /> obligation , and needs a commitment that the money will be there . <br /> Murphy noted he is really seeking an authorization , however , it <br /> will not be used unless the Town Meeting turns the request down . <br /> Murphy noted that this is in essence borrowing from ourselves . <br /> Carl Heller moved the Finance Committee approve the $19 , 130 . 58 <br /> Request for Transfer with the understanding that it would only be <br /> used if the town does not give a favorable vote at the January 30th <br /> Special Town Meeting . William Towner seconded the motion , unanimous <br /> vote . <br /> Murphy noted that the Pumper Truck has been sold for $85 , 001 <br /> to the Scotland Connecticut Volunteer Fire Department . It was <br /> agreed by all that this was a pleasant surprise and -it means <br /> t.hat Mashpee will not have to borrow to purchase a new truck , <br /> The Finance Committee considered a Request for Transfer in <br /> the amount of $325 . 00 for the Town Clerk , Jane LaBute . These funds <br /> are requested to cover the recount costs for the Clerk ' s race . <br /> Carole Dunivan motioned that the Request be approved , John Ferriday <br /> seconded , and a unanimous vote of approval followed . <br />
