MA 02649 <br /> 'tea&LEG <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March I, 1989 <br /> Present : Ed Dolan , John Ferriday , Tony Gallo , Carl Heller <br /> and William Towner <br /> The Finance Committee convened at 7 p . m . The Planning <br /> Board joined the Finance Committee to discuss their FY90 budget . <br /> The Committee addressed the Civil Engineering Consultant request <br /> of . $13 , 000 . Carl Heller explained to Planning Board Chairman <br /> Ferragamo that he would like to break out this $13 , 000 to fund <br /> the engineering department.. if the engineer is not hired then <br /> the funds will be put back into the Planning Board Budget . <br /> Carl noted that he would talk with Joe Murphy about an Article <br /> for the engineer but he explained that the funds would be <br /> returned if there was no engineer on board . The committees <br /> next addressed the Geohydrologic/Slater Quality Consultant request <br /> of $10 , 000 . Anthony Ferragamo explained that the town has gone <br /> for more and more zoning laws and this creates more expense to <br /> regulate and administer . The town has a water quality bylaw <br /> and the Planning Board feels they need a consultant to work <br /> with water reports that are submitted by developers . Ferragamo <br /> stressed that for about 50% of these reports the town had the <br /> needed expertise , however , the remaining 50% need an expert to <br /> review . There is a definite need for the $10 , 000 . Finance <br /> Committee told all present that no decision would be rendered <br /> tonight on the budget , however , when decisions are made there <br /> will be written communication with the Planning Board . Anthony <br /> Ferragamo expressed his desire to sit down again with the Finance <br /> Committee again some time in the future to discuss what he described <br /> as an impending fiscal crises in the Planning Board and Department <br /> due to the enforcement of bylaws . He expressed the need to plan <br /> ahead . He stated that the Planning Board of late just sees <br /> lawyers and engineers and this illustrates the need for future <br /> financial planning . <br /> Assessors Davis and Delorey joined the meeting to address <br /> the Assessors FY90 Budget . Finance Committee members questioned <br /> the need for $50 , 000 in legal expenses . The Assessors noted <br /> that when they use town counsel they do not know how much money <br /> they are spending and there is no way to make a cost/benefit <br /> analysis so they know when it is reasonable to settle a proceeding . <br /> Carl felt that the Assessors were at a severedisadvantage if this <br />
