Finance Committee
March 1 , 1989
Page 3 .
advice when they come in to see him . Carl asked Joe to address
this issue with the Assessors and the town councel . Ed Dolan
asked for an explanation of the $10 , 000 Police and Fire idemnification .
Murphy noted that this is the actual insurance policy . This policy.
does not have a deductible and the town is legally obligated to
pay for certain items , i . e , glasses broken in the line of duty .
Joe informed the Finance Committee that there is an insurance
advisor who is reviewing policies and conducting risk management
studies . There is a chance that in the Fall some of this money
may be taken from the town insurance account and put into an
insurance related account . Murphy expressed his wish that the
building maintenance requests be left in all the budgets , however
when the Building Superintendent is hired all these funds will
be transferred out of department budgets and placed under the
Superintendent . He stressed that not maintaining buildings is very
costly and leads to rehab projects . Cutting mai.ntena funds
represents only short-term savings .
Murphy noted that there was a nomination for the Finance
Committee vacant seat , a James Vaccaro . No one seemed to know
anything about him , or. his background . Carl Heller said he
would call him and ask him to attend a few meetings .
Murphy informed the Committee that he is requesting that
the pay for the 53rd week come from the reserve fund . He noted
that every 4th year there is a 53rd payroll week . The request for
this 53rd week will be approximately $57 , 000 and will not be
in to the Finance Committee for a couple of months .
Murphy informed the Committee that the Selectmen feel there
should be two ballot questions on the Annual . The first would be
for the Solid Waste , and to date there is no cost determination and
secondly the opening of the Coombs school . The school costs have
not yet been set and the Finance Committee is meeting with the
School Superintendent to address this .
The Finance Committee next addressed a Request for Transfer
in the amount of $87 , 105 . This request was submitted by
Joe Murphy for the purchase of a front end loader . The reason
for the request was that the only front end loader the town
has is out of commission and will be until a new transmission
is received . He noted the extent of use of the DPW machine at
the landfill was unforseen as was the cost of a rental unit .
The Finance Committee discussed options with the Selectmen and
Joe and decided the best alternative would be to approve the
request . William Towner motioned for approval , Tony Gallo
seconded, unanimous vote of a2yroval .
Joe next addressed the Falmouth tuition . He stated that
it is apparent that the $825 , 000 budgeted for FY90 will be
_ 3
