Finance Committee l <br /> March 7 , 1989 <br /> Page 2 . <br /> noted that he was advised to put this on his operating budget , rather <br /> than the capital budget , because it was replacement of equipment <br /> rather than new equipment . The Shellfish license fees were discussed . <br /> Carl noted that he is against the town stance of free licenses for <br /> senior citizens . The Warden noted. that although the senior citizens <br /> do not have to pay for their licenses , they are making donations . <br /> The present scale is : $10 for a family , $50 for non-residents , and <br /> $50 for commercial licenses . Carl suggested that perhaps it was <br /> time for the Shellfish Department to consider raising the fee to <br /> $15 and use these funds to help foster the propagation program . <br /> The Warden stated that he felt comfortable with a $15 fee and felt <br /> other board members would too . Carl agreed to discuss the <br /> shellfish fees with the Selectmen . The Warden was informed that the <br /> Finance Committee would inform him of their budget recommendation <br /> in writing . The Warden asked that Carl call several people <br /> regarding their water facilities testing as evidence of the <br /> need and benefits to the town of Mashpee . Carl agreed to contact <br /> the individuals recommended by the Warden . <br /> Fire Chief Ridgeway and Laurie the Administrative Assistant <br /> joined the Finance Committee meeting to discuss the FY90 Fire <br /> Budget . Handouts were distributed to the Finance Committee ; <br /> the total appropirations for fiscal 1989 , and a breakdown of the <br /> $217 , 126 . 70 ( 22%) increase . The total wage request is $381 , 646 . 53 <br /> and the Chief noted that most of it is contractual . The Chief <br /> noted that the Fire Wages in FY89 were actually $288 , 220 not <br /> $238 , 220 as stated on the budget sheets . The Chief expressed his <br /> belief that the Fire Department has been underfunded for years <br /> and he didn ' t want to take bigger cuts than other departments . <br /> Carl noted that he was not sure just what direction the Finance <br /> Committee was going to take . The committee will make recommendations <br /> to the Selectmen for a course of action that is prudent , and not <br /> try to single out any one budget . Carl questioned the Chief about <br /> about billing for the ambulance service . The computer for ambulance <br /> billing is in place however the billing will not begin until September <br /> o'r October . The Administrative Assistant noted that a part time <br /> person may be required to come in and run this program . The Chief <br /> noted that the ambulance fees pay for the ambulance and the <br /> administration of it . The present ambulance fee is $75 and there <br /> will probably be another increase in 1990 . It was noted that an <br /> abatement of fees is in place for those who do not have the money <br /> to pay for the service . The Chief noted that the request for <br /> dispatchers will be discussed with the Selectmen . Carl noted his <br /> belief that if an efficient system -were in place an individual <br /> could dispatch for both the fire and police departments . This would <br /> also mean that instead of 4 dispatchers we could go for two . <br /> The Fire Chief expressed his feelings that this could be worked out <br /> . with the Police . There was agreement that a joint communications <br /> facility of all town departments with its own supervisor will be <br /> required somewhere down the road . This would be a total communications <br /> command center . Carl questioned whether the $26 , 480 request for <br /> Communications shouldn ' t be placed in the capital budget . The Chief <br /> noted that it is not a single item which is one of the requirements- <br /> of a capital request . Carl stated that he would check into this <br /> matter . Carl asked the Chief if there was any available equipment <br />
